The following is a memorandum written by the director of personnel to the president of the Cedar Corporation.
'It would be a mistake to rehire the Good-Taste Company to supply the food in our employee cafeteria next year. It is the second most expensive caterer in the city. In addition, its prices have risen in each of the last three years, and it refuses to provide meals for people on special diets. Just last month three employees complained to me that they no longer eat in the cafeteria because they find the experience 'unbearable.' Our company should instead hire Discount Foods. Discount is a family-owned local company and it offers a varied menu of fish and poultry. I recently tasted a sample lunch at one of the many companies that Discount serves and it was delicious—an indication that hiring Discount will lead to improved employee satisfaction.'

In the memo, the speaker asserts that to rehire the Good-Taste Company(GTC) to supply the food in their employee cafeteria next year is a mistake and he also suggests that the Discount Foods(DF) should be chosen. To support his assertion and suggestion, the speaker cites the following evidence: (1) that GTC is the second most expensive caterer in the city--in the last three years its prices have risen, and it refuses to provide meals for people on special diets, besides, three employees complained GTC last month, (2) that DF is a family- owned local company and it offers a varied menu of fish and poultry which was delicious for the speaker tasting. With such incredible evidence, I cannot agree with the speaker.

First of all, whether to choose a company depends on the price-quality condition. Even GTC is the second most expensive caterer in the city, at the same time; it is possible that its serve is the best in the city. Though in the last three years its prices have risen, it also cannot prove that its price-quality condition is worse that ever before or than any other companies. Perhaps the price totally rises in the city in such a craft for lacking enough supplication of material, or perhaps the price rising in GTC is caused by his superior serve, which make it more highly appreciated by many clients. Moreover, that the employees complained GTC last month does little indication that the quality condition is not good, especially when we consider the motive they give such a complaining. Lacking a certain survey, it should not be believed that the GTC is really "unbearable". With such possibility, the speaker's assertion is in great doubt.

Besides, there is also no convincing evidence that DF is the best choice DF is a family- owned local company and it offers a varied menu of fish and poultry. Perhaps, its serve is worse than most other companies. For that matter, it is possible that there may be more employees who dislike such a food company. In addition, it-- just tasting one kind of the food served by DF which may be delicious according to the speaker's feeling has nothing to do with the choice. Perhaps, the speaker's like is just the employees' dislike. Moreover, also there is no evidence that DF is best company that can be chosen.

In the final analysis, I do not agree with the speaker's assertion and his suggestion with much doubtful evidence. To support his assertion, the speaker should provide certain evidence that GTC really is worse in the quality condition and why the prices rise in the last three years. To better evaluate the suggestion, I would like to know that the whether the price-quality condition is better or not, and I also would like to know whether there exist other better companies to choose.
