?? is that required? I mean recommendation letters. if I want to apply the department about economics, what materials should I have?

You usually would need:
GPA
personal essay
TOEFL
SAT (I & II) or GRE
letters of recommendation (2-3)
and application fee

I may have forgot something, but the above you definitely need.

My gpa>3.8, I have TOEFL and GRE scores, But I do not have recommend letters and personal statement. Is the recommend letters should be writen by my teachers in the high school? Another thing, what should I write in personal statement and what should my teacher write in the recommend letters, if I want to apply the department of economics?

As far as I know your toefl is very not satisfactory.by the way, your gpa is good, but that means there is a great gap between them. perhaps the admission officer will be confused with your different performance on them.even suspect.

RL depends on the requirement of Uni~~~of couse,you need one,
