In the politic realm, business realm etc, medias often disclose kinds of scandals on public officals , such as sexual scandal, corrupt scandal and so on which force us to take seriously the relationship between an effective leader and ethical and standards. I can not agree it more that to be an effective leader, a public official must maintain the highest ethical and moral standards.

In the first place, when it comes to business a executive of a company should not only achieve profit maximization in short term but also maximize the long-term profit for his firm. As everyone knows, reputation is one of the determinants of long-term profit. In order to maintain a good reputation, an executive must persist supplying superior products, fulfilling the promise about after-sale services, protecting environment, keeping good credit record and so on. For example, Beyer, one of the largest pharmaceutic companies in the world, ceased production of its major product which contains hazardous ingredients. Inevitably, Bayer suffered great loss on profitability, but gain a good reputation, which can contribute to the long-term success of the company. In that sense, without a high ethical and moral standard one can not become a competent executive.

In another place, for a political leader, the most important job is uniting the masses. However, if he loses the credence of the masses, he must be abandoned by the masses. For example, Richard Nixon was impeached after the watergate scandal. Similarly, the so-called president of Taiwan Chen Shuibian who is also the leader of Democracy Progressive Party (DPP) Taiwan, was enrolled into a series of, as a result, he losed the support of the masses. What's more, corrupt sandal of Chen Shuibian made Taiwan' economy stagnant . So if a public official would like to be an effective leader, he must maintain a high ethical and standard.

However, ethical and moral standard is not absolute but related to particular ideology, belief, culture etc. For example, a policy which sacrifices minority’s interests to serve the majority’s is acceptable in the countries which believes collectivism, but in those that believe individualism, it is ridiculous. Anyhow, to be an effective leader, a public official’s action must achieve large-ranging support.

In conclusion, no matter in business realm or politic realm or another fields, if only maintain the highest ethical and standards, can a pubic official become an effective leader. Although ethical and moral standards depend on ideology, belief, culture etc, but a public official’s action must gain far-ranging support.

In the second place, as an effective leader, a public official must restrict his or her subordinate staffs. In order to manage inferiors, a public official must set a good example for them in morality at first. Apparently, it is impossible for a public official with poor ethical and moral standards to manage junior staffs effectively. In that case the inferiors will neither respect him or her, nor be afraid of him or her. So they will never obey him or her. What's more, they might imitate him or her, in which case, the public leader will do great harm to the society.         ,

Last but not the least, public especially youth often hold a public official as a example to emulate. Because of his or her particular charm, youth often imitate his or her action. If he or she commits a moral failure, he or she will mislead many youth. For example, Bill Clinton, an attractive and smart president, who served as many youth's idol, was enrolled in a series of sexual scandals, unquestionably, some of his fans will no longer take seriously sexual action. Unfortunately, antemarital sexual action is originally widespread, Bill Clinton will worsen the situation.

In conclusion, if only maintain the highest ethical and standards, can a pubic official become an effective leader. Otherwise, he or she can not contribute to society but jeopardize society.
