In my opinion, it is necessary for the government to place some rational restrictions on certain scientific research and development.The consequences of scientific research and development can not always be uncontroversial. Some unexpected effects caused by them make government must restrict certain research and development. For instance, the research on nuclear bomb supported by government has made a great progress in the past, but nowadays, the research and development on it is under strict control of government. Such a contrast between the past and the present is due to the great shock of the huge destruction of the nuclear bomb used in the Second World War. People realize that it is truly a deadly weapon as the scientist expected, but the fatal destruction to human society if it is truly used in future war is far beyond expectation. Similarly, being afraid of ethical questions result form the technology of cloning, government place restriction on it as well. For most countries, the main purpose of developing science is to solve those problems which harm the progress of society and discover or create something new to benefit majorities directly or indirectly. It would be wonderful if all beneficial scientific research and development can proceed in every aspect, but as limited funds and energies we can afford [we have to choose 可以删掉吧] those research aiming at solving urgent problems and on behalf of most people. It is easy to say than to do. It is little possible to meet everyone’s requirement, so the debate on making the choice hardly be avoided. While government, who has a wider view of the society and stands for the profit of most people, could make use of its strong power to make the eventual decision. However, like gardener can not cut too many branches or the tree will die; government can not make excessive restrictions, which would stifle the development of science.
