The speaker asserts that government should place few, if any, restriction on scientific research and the development. While the claim makes some sense in certain circumstances, on balance I still can not accept it. In my opinion, it is necessary for the government to place some rational restrictions on certain scientific research and development.

The consequences of scientific research and development can not always be uncontroversial. Some unexpected effects caused by them make government must restrict certain research and development. For instance, the research on nuclear bomb supported by government has made a great progress in the past, but nowadays, the research and development on it is under strict control of government. Such a contrast between the past and the present is due to the great shock of the huge destruction of the nuclear bomb used in the Second World War. People realize that it is truly a deadly weapon as the scientist expected, but the fatal destruction to human society if it is truly used in future war is far beyond expectation. For fear that, government now takes methods to confine its development. Similarly, being afraid of ethical questions result form the technology of cloning, government place restriction on it as well. Accordingly, as long as those negative effects are not eliminated, there is necessity for government to restrict some research.

Even to those beneficial scientific researches, some rational restrictions are also needed. For most countries, the main purpose of developing science is to solve those problems which harm the progress of society and discover or create something new to benefit majorities directly or indirectly. It would be wonderful if all beneficial scientific research and development can proceed in every aspect, but as limited funds and energies we can afford we have to choose those research aiming at solving urgent problems and on behalf of most people. It is easy to say than to do. It is little possible to meet everyone’s requirement, so the debate on making the choice hardly be avoided. While government, who has a wider view of the society and stands for the profit of most people, could make use of its strong power to make the eventual decision. Therefore, some restrictions on certain scientific area are placed by government in order to make the optimum decision.
                                             
While some restrictions are needed, certain preconditions must be laid down before making them. That is the restrictions should be confined in a reasonable degree. Government restricts science likes gardeners poll the trees. Gardeners cut some branches in order to save nutrition that the tree can grow higher. Government restricts some scientific research and development for the sake of using limited resource to make the most value. However, like gardener can not cut too many branches or the tree will die; government can not make excessive restrictions, which would stifle the development of science. As we known, the source of science development is imagination, if imaginations are all confined by restrictions, how could science make progress? Thus, the restrictions should be designed to meet the demand of developing science and be confined in a certain degree.

In sum, it is necessary for government to make some restricted restrictions on scientific research and development. Otherwise, the science development hardly makes its best effect on our society.
