To be a effective leader, a public official must maintain the hightest ethical and moral standards.



If a public official leader wants to be effcient, are the high ethical and moral standards a positive or negative factor? Should he try to improve the standards or treat them as obstacls? I agree with the speaker's assertion that a public offcial must maintain the highest ethical and moral standards to be a effective leader.

First of all, if a leader keeps the highest ethical and moral standards, his followers would take him as an example so that the whole team would be effctive.  Taking the Red Army as example, We will observe the powerful influences. While the Red Army were climbing across the snow mountains, the shortage of supplies lead to the condition that lots of soliders had to keep pace with army while suffering from starvation and coldness. Despite of the threats around, The leaders of Red Army consisted walking by themselves and gave their houses to the weak. Such behaviours which showed high self-discipline and the determination to endure the same afflictions with the public encouaged the whole greatly and the army fastened their speed that shortened the dates of climbing and achieved the famous 25,000 kilometres march finally.

Meanwhile, the progress of maintaining such standards could contribute to the effective results of  the things the leader done. American constitution is well known by its effectiveness, as from the date it was made it hasn't been much amended yet. Compared with other constitutions, the myth of American constitution’s' long-stable is that the creators of it all maintain the highest ethnical and moral standard, such as George Washtington and Hamilton. The progress of improving and maintaining their ethical and moral standards is the progress of perfecting their spirits.Such as washington, who got an education from his father that one should keep honest after he cutted down the small tree and lied, growed up with the honest spirit and wrote it into the laws later on. Different outstanding individuals collected their own precise standards into the constitution, which made the one effective with no big change in the following time.

However, the standards above are not the only aspect that helps a leader to be effcient. Other treasure characters such like determination and kindly attitude towards the public are as important as well. As we know , government might make its function most efficient by the support of public, and to win the support the leader must maintain a kindly attitude to the public, often communicating with the common and giving hands to the weak and poor as possible as they could. Then the impression in the pubic could be gradually perfected and draw a better impression in the country. The first chairman of china maozedong showed his talent in this field and when he appealed to construct the remote areas in china, millions of the younth devoted themselves into the rebuilding and made the rural developed fast.

In a conclusion, the highest echnical and moral standards aren't the only fator to become efficient but it’is worthy of a leader maintaining, as it's necessay and benefit for one's spirits to be noble.
