"Walnut Grove's town council has advocated switching from EZ Disposal (which has
had the contract for trash collection services in Walnut Grove for the past ten
years) to ABC Waste, because EZ recently raised its monthly fee from $2,000 to
$2,500 a month, whereas ABC's fee is still $2,000. But the town council is mistaken;
we should continue using EZ. EZ collects trash twice a week, while ABC collects only
once. Moreover, EZ-which, like ABC, currently has a fleet of 20 trucks-has ordered
additional trucks. Finally, EZ provides exceptional service: 80 percent of respondents
to last year's town survey agreed that they were 'satisfied' with EZ's performance."

In the argument ,the author draws the conclusion that Walnut Grove's town should
continue using EZ rather than ABC. To support his claim, the author points out that
the EZ collects trash twice a week and EZ has ordered additional trucks as exceptional
service. Based on dubious evidence and unfounded assumption, I am suspicious of the
author's conclusion .

First of all, the author regards collecting trash twice a week as the main reason to
support his view which is founded on the assumption that the town really need this service
twice a week. It is possible that collecting the trash once a week is enough for the Walnut
Grove town for there is only a little dirty around the town. To make matters worse, the EZ'
s fee is 25% higher than the ABC' s. The argument mentioned above ,if true ,will strongly
undermine the foundation of the author's conclusion. I can not be convinced by the author's
poor assumption.

Even if the Walnut Grove's town actually have a lot of trash every week, it does not equally
mean that collecting trash twice a week is necessary. There is a chance that the ABC has a
more advanced technology than the EZ which ensues the only one collecting once a week.
Unless ruling out this possibilities , I am not bewildered by the author's proposal.

Secondly, there is little casual relativity between the new 20 additional trucks and the
EZ 's exceptional service. The new trucks may be used to service in other cities so that
the EZ' s  market can be enlarged gradually. It is obvious that the use of the trucks in
that way has nothing to do with the service served now in the Walnut Grove's town. Even
though the new trucks will be used as exceptional service for the town, we can not rule
out the chance that the trucks working in the town now is enough so that the town will
benefit nothing from the so-called new service. The evidence the author cites can not
convince me that the town really continue using EZ.

Thirdly ,the survey mentioned above is not representative of the majority of the town
for the sample may not be selected randomly. The respondent can be the ones who were
satisfied with EZ' s performance, so the result of the survey remains valueless and
unconvincing. If the goal of the survey is to make a better study of the residents in
the town, the reactions of the residents to the raised fee should be included. Because
of the uselessness of the survey, I am still specious about the author's unfounded conclusion.

Although societies must hold individuals accountable for their own actions, people's
behavior is largely determined by forces not of their own making."

In the author's opinion, he claims that the individual responsibility is a
necessary fiction  and people's behavior is largely determined by forces
not of their own making. In my view ,I are in great favor of the first
contention but do not disagree with the second contention.
First of all, it is needless to say that the concept of  the individual
responsibility  plays an essential role in modern society. It can be beneficial
to maintain the social stability and to make every work of the society operate
smoothly. Without the concept of the responsibility, there is no difference between
the anarchic wild society and the civilized modern world. The fiction of individual
responsibility is also one of the cardinal core culture o f the contemporary companies
which guarantees the quality of the products and the efficiency of the production.
There is a misunderstanding about the education of individual responsibility that
many people regard it as a duty of the schools. As a matter of fact, our children
should be instilled the conception where there were young by their parents rather
than their school teachers.
On the order hand ,I am against with the latter claim that people's behavior is
largely determined by forces not of their own making. The history shows us many
stories about dictators and tyrants. It is obvious that the tyrants must have nearly
everything in their countries which is inexhaustible for them in all their lives.
Nevertheless, with greater greed for the wealth and land, they were willing to make
their countries at war with others. The final lost of their countries inherited from
their predecessor  means the unfulfilment of the individual responsibility of
protecting their countries from invading .Even though someone have a credit in the
determinist who argues that all the things happened around us is determined by external
forces as soon as we are born, we still have a lot of opportunities to make choices
by our own. Thus, people’s behavior is largely determined by their own spirit .

Thirdly, the circumstances often exert a great influence on the fulfillment of the
individual responsibility. The person's status ,the traditional values and the certain
history crisis may all have an effect on it. Some giant may make big mistakes so that
they can not  fulfill their duty occasionally and some scientist may surrender to the
traditional force in spite of their correct theory. It is familiar to us that people
have to do the things frequently which objects to their conscience and undermine their
responsibility. So, the fulfillment of duty depends on many exterior factors.
To sum up, I prefer the significance of the individual responsibility and people's behavior
is largely determined by their own making. Even though the fulfillment of the responsibility
is attributed to the exterior factors. Only through the fiction of individual responsibility
can our society be more democratic ,more jural and more civilized.
