TOPIC: ISSUE43 - "To be an effective leader, a public official must maintain the highest ethical and moral standards."

Generally speaking, an effective leader is a person who has fame among masses and lead by census, and masters excellent skills on leading other people. When mention ethical and moral standards, which seems have nothing to do with the effectiveness of leadership, however, are the foundmental basis not only to normal people, but also to leaders, but after a careful scrutiny, I find that the highest ethical and moral standards are not the necessary conditions of an effective leader.

In the first place, even a normal person should maintain certain ethical and moral standards for individuals. Human beings' civilization has been developed for tens and thousands of years, and the law systems have been estanblished aganist immoralities and crimes. Peopel in the world more or less are educated people, even people who never goes to school can be influenced by people around them, so it is not wrong to say that all of us are living in a civilized environment. As a result, we estanblished many distinguished kinds of different ethical and moral standards in different countries and in different cultures, and it is not difficult for each average person to reach such standards.

In the second place, we should distinguish the ethical and moral standards into two categories, that is, public ethical and moral standards and private ones. Leaders are the persons who have responsibilities for their people, and it is of necessity that they must maintain private ethical and moral standards. On the other hand, in my opinion, public ethical and moral standards are the ways to deal with their people. They should put the benefits and interets of people first, only in this way, can they be strong supported and win fame among masses.


Finally, to be frankly speaking, not all of effective leaders in different countries can always hold highest ethical and moral standards. They can make good plans, decisions and  great contributions to their fields without being a perfect man both in private and public lives. Even some presidents, important public leaders have sexsual scandles or illegitimate childrens, in the eyes of normal people, they are immoral, to some extent, however, they still can be efficiently working on their position by using their skills, knowledge, talents and experiences. It is perfect if leaders can maintain the highest ethical and moral standards, but probably they do not have to, they can be good and effective leaders by only hold the basic ethical and moral standards that average persons maintain.

In sum, in case that effective leaders being corrupted or becoming immoral, people should play roles to examine their working performances, and take actions when some leaders give preference to their own interests instead of the public.
