这是我限时60分钟写的,写的时候觉得自己肯定写不完了,干脆照搬了北美的提纲,以后再换上自己的句子好了,:( 急急忙忙传上来没时间改了,大家忽视我的语法和拼写错误把。老板要开会急着让我写报告 实在没时间写argu了 改天赫昨天的一起补上

In my point of view, the speaker makes an over generalization about the issue over social signigicance of scandals. In fact , the final judgement of this issue should be based on a case-by-case study. In some cases, scandals have some merits in revealing problems that deserve attention. In other cases ,however, scandals merely bring unhappiness to some people and distract the public concerns from more important issues that the society should address more urgently and immediately.

On the one hand, scandals do have some merits in calling our attention to pervasive social or political problems that we would othermise neglect. The instance in ecnomic realm is the scandal of Enron, a prime beneficiary of the the relaxed regulatory climate of the 1990s, which finally dissolved into bankruptcy due to its accounting, tax and stock fraud . No speaker or reformer could have called the international attention to the problem with the ecnomic fraud unless the scandal had surfaced. Another good example is the scandal of the corrupt sport umpire, so-called"black whistle"in China. This scandal have drawn increasing attention to this mispractice, as a result of which, an amendment to the criminal law was therefore passed to effectively punish the misconduct.

On the other hand, scandals can sometimes serve chiefly to distract us from more pressing community or societal problems.On one side, the media pay too much attention to the personal lives of celebrities.Much of the media, be it television, newapapers or magazines, is primarily motivated by sales and profits.Scandals are always sensational, a characteristics that attract people as a result of human nature of curiosity.To this end, the private lives of celebrities and public figures become fair game. For example, during the Monica Lewensky scandal in President Clinton's administrtion, the people in the United States were inundated with non-stop reporting. Besides the news programs, all the talk shows, and there are many, had commentators discussing the story. While it was a story the public needed to know, the coverage indeed went overboard,because whether the adulterous scandla will beneifit the society is problematic.

Also,the large sum of public funds for pursuing celebrities' scandal could otherwise be better used for addressing the problems of unemployment, supporting arts or environment pollution.The funds would be more beneficial to the world if they could be relocated to help those sick children in the African nations,.How many primary schools could be built up to help children in the undeveloped countries if that funds could function as donation?Or,the media could devote more coverage to the many "unsung heroes "in every society,thoses who quietly give off their time, talents and finances, to help humanity.

In sum,while scandals do,in some cases,  exert some merits in calling our attention to social problems,they also distract out attention from more important issues. if the media were to give less emphasis to the personal affair scandal, they would enable these people to have a bit more much needed and sought after privacy. Then the media could devote more coverage to the pressing problems and those"unsung heroes" .
