Should governments focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future? The author asserts so. I concede that immediate problems of today should be placed emphasis on, however, solving the anticipated problem cannot be ignored: both are of equal necessary.

On one hand, overemphasis on the immediate problems today with an ignorance of anticipated ones will leave the government in a passive position, where the government cannot solve today's social problems effectively either. Dealing with social problems on the hand may give the government a direct and immediate success, like an increase of people's income or a decrease of the unemployment rate, which may be the interactions of a certain series of positive policy, happening even within one or several years. However, consider the education system, an anticipated problem in which government's behaviors effect only after a time period, even after a generation; though with no immediate bad effect, the trivial neglect of it results in serious social problems many years later, just as high crime rate etc., serve as new 'problems today' in the future, and that is just why education is always a hot topic. To be free of a possible vicious circle, governments have to reevaluate the significance of those anticipated problems to take a positive countermeasure.

On the other hand, the contrast condition, in which too much focus are placed out of the problems on the hand, is also dangerous for a society. After all, the society must be kept running smoothly, and everything else has to give first priority to stabilization. Many of the social problems are actually pressing, from famine, economic crisis, to high-level rate of unemployment and crime, which leave the government with no choice but to adopt immediate measure to deal with them. It can be easily imaged: if these problems cannot be well managed, even the basic need of livelihood and safety is out of protection, with society at the edge of disorder, how can it be impossible for a government to make an arrangement for a brilliant future. Bearing the duty of keeping the society in a stable and healthy way of developing, government has no time free of facing all kinds of problems emerging in endlessly.

So a balance is a necessary when government is dealing with all kinds of social problems: an overlook of the significance of each side may cause serious social problems. Measure should be taken effectively dealing with immediate problems of today to maintain a smooth developing while forward-looking plans are to be properly made to prepare for and control, if possible, in advance.
