TOPIC: ARGUMENT177 - The following is a letter that recently appeared in the Oak City Gazette, a local newspaper.

"Membership in Oak City's Civic Club-a club whose primary objective is to discuss local issues-should continue to be restricted to people who live in Oak City. People who work in Oak City but who live elsewhere cannot truly understand the business and politics of the city. It is important to restrict membership to city residents because only residents pay city taxes and therefore only residents understand how the money could best be used to improve the city. At any rate, restricting membership in this way is unlikely to disappoint many of the nonresidents employed in Oak City, since neighboring Elm City's Civic Club has always had an open membership policy, and only twenty-five nonresidents have joined Elm City's Club in the last ten years."

In above argument , the arguer tries to convince us that Oak City's Civic Club should open only to local resident and predict nonresidents would not be disappoint with this desicion. however , before put Oak City citizens on notice of this advise , following fallacies should be ruled out at first.
First of all ,the arguer unfair conclude Oak City's Civic Club should only open to local residents . first reason he holds for this desicion involves that people who just work in Oak City cannot truly understand the business and politics of the city, however ,it is entirely possible that people who just work here is familiar with local situation because of their related works ,such as traffic related work , political related work and repairing related work .for example , a pipe remender might be very familiar with the water-supplying system of this city ,and if Oak City Club discusses Issue about the improvement of water-supplying system,nobody be more than professional but these pipe workers .
the second reasons he holds for only-openning desicion involves that only local residents pay taxed which means they also know how the money could best be used . however ,since nonresidents also spend majority of their time in Oak City , perhaps they could ferret out the City problems as same as the local residents could do , for instance , nonresidents work in Oak City ,so it is necessary for them to go to work and go back home every day via traffic tools ,such as buses ,taxes ,and biycles ,so it is entirely possible for them to find some buses are not reliable and budget could account for a replacing , or before they begin their work ,they would have breakfast here and find some security problem with local food here which needs money to improve ,in this cases , they could also give good advise to budgets as same as the local residents.
Finally ,the arguer unfairly assumes that  nonresidents could not be disappointed with this restrictions according to the experiences of Elm City's Club . there are other possibilities could results in the disparity of the two cities.for example , the demographics could play an important role in Elm City,maybe the number of nonresidents work there is low which contributes to a small amount of nonresidents paticipate in Club there , however , it is highly possible that there are tremendous nonresidents in Oak City which means if Club in Oak has an open membership policy , lots nonresidents could engage in ,unlike the situation in Elm.
In conclusion ,only the arguer could bolster that nonresidents in Oak City not be familiar with the city ,in addition , this restriction will not hurt their emotion ,then the conclusion could be convincing and persuasive.
