TOPIC: ARGUMENT25 - The following appeared in a memo from the mayor of the town of Hopewell.
"Two years ago, the town of Ocean View built a new municipal golf course and resort hotel. During the past two years, tourism in Ocean View has increased, new businesses have opened there, and Ocean View's tax revenues have risen by 30 percent. The best way to improve Hopewell's economy, and generate additional tax revenues, is to build a golf course and resort hotel similar to those in Ocean View."

In the argument above, the arguer claims that building a golf course and hotel should be the best way for Hopewell to a better economy and increasing revenues. However, before this memo coming true, Following fallacies should be ruled out at first.
First of all, the arguer unfairly assume that the establishment of golf course and hotel could be the reason for the increasing of tourism , opening of new business , and higher revenues, in facts, other factors could also lead to this result too. It is highly possible that Ocean View(OV0 adopted some new strategy which encourage the factories locating in OV via lowing the city tax and so forth. if so, the strategy could be the reason for variation but neither golf course or hotel. besides, improving public service and traffic situations could also contribute to this success in OV.
Even assume that golf course and resort hotel could be the reason for OV's success, the arguer fails to provide any evidence to prove that these strategy could be applicable in Hopewell(H). perhaps there is no flat lawn for building a golf course in H which is surrounded by mountains, or perhaps most residents lead a poor life, when they find government build projects for so genteel a sport and luxury building. they would protest and come to be disappointed.
Even granted that these strategy could be applicable also in H, the arguer still fail to take account the differences between H and OV which will make the strategy unsuccessful in H. it is entirely possible that people live in H place a high value on saving, so they will prefer some free sports,like football, basketball, and so forth, to golf, let alone sleeping in an hotel. and climate also play an important role in H's success, for example, the climate of OV is always warm and comfortable which serves interests in playing golf and tourism. however, the weather in H may usually be harsh and even hail sometimes, no only the maintaining of golf course is difficult and costing, but also people could enjoy little fun and always get failed by the weather. in addition, it is also not appropriate for people travel here. In this cases, the same success could not be duplicated in H.
Finally, this strategy might not be the most appropriate means for H to attain its objective. common sense tell us, indiscriminate imitation always pose an counterproductive effect, it is more wisdom for H to consider its distinct superiorities and utilize them to thrive. for example, H could advertise its folk culture , craft or music to the public which could possiblely attract lots of travelers, or it could make some regulations to low the city tax or cheap rent for ground to appeal factories and investors. these measures may all work better than imitation.
In conclusion, only the arguer could provide more evidence to bolster that variation of OV is attributable to the golf course and hotel as well as this strategy could also be applicable and effective in H, the argument could be persuasive. |
