I concede that an effective plitical leader should decide what could be informed to his mass, and what could not. However, in my view, tell the truth all the time for a political leader could not be the essence of complete honesty other than a stupid behavior, although it ostensible seems to be "like" honesty.

The essence of complete honesty of political leader, generally speaking, should refers to the obligation and duty of his position, which always involves: bring welfare to the whole society, defend the security of country, and address existing societal problems, all of which be swored in his inaugural speech. If a political leader could reach these goals, be honest to what he said, then sometimes even his temporal concealing behavior serves to reflect his honesty, on the contrary, however, if he just addicts to his own ambition and neglect his duties and swears, then even he tells the truth all the time, we could not afford him honesty.

First come to the cases that a leader could be honest to his duties and obligations,  we know that a leader, for some occassions, has to avoid to tell the truth to the public when the truth could do harm to no only the leadership but also to the stability of society, under this situation, if he choose to be "honest" to a inflexible concept but neglect the duties he shoud be really honest to, How could he be a effective leader? then we could also indicate that the leaders who could adopt a flexible access to final goal of leaders could be a real one with honesty. to illustrate this point, we need look no further than Kennedy, one of the most respectful presidents in American history. Kennedy's "cheating affairs" were revealed by one of his biographies 40 years after his death, in fact, he concealed his grave illness to the public to be a president, however, nobody would deny the achievement Kennedy attained during his presidency because he is the just one who practices that famous saying " do not ask what the country could do for you, but ask what you can do for you country" , his behaviors and actions are live up to what he said in his inaugural, and surely, he is complete honest, as a political leader.

On the contrary, even a political leader tell the truth all the time, if he distract the society to an dangerous road, which is opposite of the goal of a effetive political leader, we could not say that he is one with honesty since he is dishonest to the core principles as an effective leader. Hitler might be a typical example to illustrate this point, we know that Hitler, during his presidency, utilized the vegenfulness of the public to satisfy his ultra ambition, although what he utilized to instigate the society were the truth, German people really suffered a lot under the Versailles Treaty implemented by other victrious countries, he definitely not only imbued the Germany in dangerous Nazism but also involved the world to a severe disaster. Could we say that hitler is honest? of course not, all the truth from his mouth only serve as an catalyst in making him disobey the essence of honesty of a effective leader, which involves give people happiness, provide impetus to society and so forth.

From above analysis we could find, what is really important to the honesty of a political leader is not whether he tell the truth all the time or not, complete honesty of political leaders require the leaders to be honest to his anouncements in his inaugurul, the highest guarantee: he will be responsible for his people's happiness, his society's progress. If he could do so, then surely he is a effective leader, even he conceals some truth to the public when necessary, like Kennedy.

However, in my view, tell（to tell或者telling） the truth all the time for a political leader could not be the essence of complete honesty other than a stupid behavior（这句没读明白）, although it ostensiblly seems to be "like" honesty.
