I fundamentally agree that the ability to remain unchangeably committed in particular principles and objectives is the most essential quality of an effective leader and that a leader will accomplish little if he is quickly and easily influenced by shifts in popular opinion. Nevertheless, I would caution that extending the proposition too far might risk undermining those objectives.
First of all, all leaders have individuality themselves, but generally speaking, an effective leader would adhere to particular principles and objectives. Martin, the Chief Executive of WPP, once said "Persistence is essential. Leadership isn't brain surgery. It is tenacity, strength of will, never giving up, and attempting the impossible". Deng xiaoping, the leader of China's Reform and Opening up, persisted in the goal of Reform and Opening up and the blessedness of the Chinese people, although there was a lot of difficult at the beginning. It is because of  Deng xiaoping's persistence that the life of the Chinese people is getting better.  
Secondly, someone may have those opinions that consistent particular principles and objectives can evolve to rigid, but he may not notice that effective leaders do not withhold in principles all the time and stand an objective footing. They absorb all of useful opinions to solve problems. An effective leader understands that communication is the real work of leadership. If a leader does not communicate opinions with others frequently, the objective will not be achieved smoothly.
To sum up, an effective leader should be consistently committed in particular principles and objectives, and should not be quickly and easily influenced by shifts in popular opinion.
