题目：ISSUE180 - "Many problems of modern society cannot be solved by laws and the legal system because moral behavior cannot be legislated."

The speaker indicates that laws and the legal system can not solve some problems which happen in human society. I am in full agreement  that

laws and the legal system can not restrict human’ behaviours.

As we know,human is a kind of organism which can freely pursue its own survival aim under the driver of innate human nature like others.But human society is a complicated community .It not only consists of numerous individuals but also concerns complex human relations.Based on these characters,if the individuals continue to do everything that they desire,their behaviours must bring detrimental influences to others and even hurt others.

Thus,there must be some mandatory regulations that can restrict the behaviours of human being.They are all called laws.Following the progress of human civilization and the promulgation of interrelated laws , laws become more and more sound.Finally,the legal system is established.

Admittedly,a law is a tool that can make the individuals who want to violate the principle feel deterrent.It can keep illegal behaviours from happening and punish the offences. However, we also can witness a fact that offences occur every moment,even if the legal system is very sound nowadays.The reason why the laws and the legal system can not effectively restrict the behaviours of human is that laws can not control human's spirit .

Every person has own moral norm which is always different from others.This moral norm restrict human's mind .Moreover, it tells them how to behave and how to survive by a rational mean.But if one's norm is low and he/she often expects to secure something in an irregular approach strongly,he/she must destroy the laws.In that case,the phenomenon called offence appears and many problems of modern society follow. So,even though laws and the legal system exist,under the prompting of lust some individuals  still stride across their moral baseline and violate harmonious society.

To sum up,human's moral behaviour can not be legislated because laws can not restrict human spirit.So,laws and the legal system can not solve everything.In order to decrease the offences and make the modern society more and more fine,human must advance their normal norm overall and improve their qulities.
