The following appeared in a letter to the editor of the Balmer Island Gazette.

"The population of Balmer Island increases to 100,000 duing the summer months. To reduce the number of accidents involving mopeds and pedestrians, the town council of Balmer Island should limit the number of mopeds rented by each of the island's six moped and bicycle rental companies from 50 per day to 30 per day during the summer season. By limiting the number of rentals, the town council is sure to attain the 50 percent reduction in moped accidents that was achieved last year in the neighboring island of Torseau, when Torseau's town council enforced similar limits on moped rentals."

In this argument, the arguer claims that to reduce the number of accidents
involving mopeds and pedestrians, the town council of Balmer Island should
limit the number of mopeds rented by each of the Island's six moped and bicycle
rental companies from 50 per day to 30 per day during the summer season. To
support the conclusion, the arguer points out the evidence that the reduction
of the number of moped accidents was achieved last year in the neighboring
island of Torseau, where similar limits on moped rentals is enforced. However
, this argument suffers from several critical flaws.

First, no evidence is provided to support that the rented mopeds has a strong
relationship with the accidents involving mopeds and pedestrians. It is possible
that the main cause of such accidents is not the rented mopeds of these companies
but may be mopeds of individuals' or some other factors instead of mopeds. So some
statistical evidence indicating that the rented mopeds are most responsible for
accidents must be given before we can further evaluate the argument. If not so, it
will be unequal to the companies for if the main cause of such accidents is not
rented mopeds they still have to lose some portion of their profits.

Second, even if the rented mopeds is the main cause of the accidents , none of
the descriptions of such accidents is cited. Generally , accidents involving
mopeds and pedestrians, unlike car accidents, are not very severe, and it may
not be necessary for the council to limit the number of rented mopeds. They could
just reinforce the citizens to be more careful when scrolling or driving moped in
the streets instead of limiting the number of rented mopeds.

Third, although the number of such accidents in Torseau reduced last year after
the enforcement of the limits on moped rentals, it is not sure that the same
results can be achieved in Balmer Island if similar action are taken by the
council, since the conditions of the two places may be totally different.
For example, the number of such accidents of Torseau may be comparatively larger
than Balmer Island's, and so that it may be easier for its number of such accidents drops apparently in that case, but when it drops
to an extent, maybe still larger than Balmer Island, it begins to drop very slowly.
In that case, it will be unadvisable to limit the moped rentals sacrificing their
profits while making little effort on the accidents.

To sum up, the conclusion lack credibility cause no evidence has been provided
to lend support to what the arguer maintains. To make it logically accepted, the
arguer should give more evidence concerning the details of the mopeds , accidents
and the two places' conditions...
