TOPIC: ARGUMENT2 - The following appeared in a letter sent by a committee of homeowners from the Deerhaven Acres to all homeowners in Deerhaven Acres.

"Seven years ago, homeowners in nearby Brookville community adopted a set of restrictions on how the community's yards should be landscaped and what colors the exteriors of homes should be painted. Since then, average property values have tripled in Brookville. In order to raise property values in Deerhaven Acres, we should adopt our own set of restrictions on landscaping and housepainting."

In this letter, a committee of homeowners from the Deerhaven Acres recommands that homeowners should follow the Brookville to adopt a set of restrictions on landscaping and housepainting in order to raise property values in Deerhaven Acres. This recommendation is based on the observation that the average property values have tripled in Brookville after they adopted the restrictions. However, the evidence presented in this letter is insufficient and hence the recommendation is vulnerable in several aspects.

First of all, whether the homeowners in Brookville implemented the restriction or not is considerable. Since the letter does not tell us how many homeowners followed the restriction after it was adopted. Perhaps many of the homeowners would keep their houses as used to be rather than change them to a building that they do not familiar with. So it is no sense to discuss about following Brookville if the restrictions were not implemented in Brookville at all.

In addition, even if all the restrictions were implemented in Brookville. The letter also fails to prove that the increase of the property values in Brookville was due to the restriction on landscaping and housepainting. As we all know, there are many reasons that may cause an increase of real estate values. Perhaps the demands for houses in Brookville increased as a result of urbanization which brought more citizens who need houses there. Or maybe the supply of houses reduced because of a loan crisis. Meanwhile, seven years is long enough for the government to invest in Brookville, for example, some transport constructions, to boost the infrastructures which can also lead an increase of property values. However, the committee does not provide convincing evidence to prove that there is inevitable link between restriction and value increase.

Finally, the letter ignores the probable differences between Broolville and Deerhaven Acres. Even if the restriction caused an increase of property values in Brookville, there might be an opposite result in Deerhaven Acres. Perhaps the potential buyers in Deerhaven Acres would like houses with different colors and exteriors. Maybe the houses in Deerhaven Acres are distributed in a decentralized way which is not good from the aesthetic point of view with the same landscape. Anyway, this recommendation will not be reliable unless the price affecting factors between Brookville and Deerhaven Acres can be proved to be the same.

In conclusion, the letter is not persuasive as it stands. To make the letter more convincing, the committee would have to provide more evidence that (1) all the restrictions on landscaping and housepaiting had been implemented in Brookville by all the homeowners (2) it is the restriction that led to an increase of property values in Brookville, not other factors (3) the factors that affect the price of Brookville and Deerhaven Acres are essentially the same
