TOPIC: ISSUE190 - "As long as people in a society are hungry or out of work or lack the basic skills needed to survive, the use of public resources to support the arts is inappropriate-and, perhaps, even cruel-when one considers all the potential uses of such money."

In my opinion, when most of people of a society are hungry or out of work or lack the basic skills used to survive, the investment to arts with public resources is inappropriate-and even cruel. At the same time, however, it does not mean that arts could be ignored, the proper supporting to arts is also necessary because the development and improvement of art would enhanced the quality of populace and also produce a great number opportunities of job, from this point, the developments of arts would accelerate the solution of some social problems.
First of all, to meet the basic needing of populace is the primary responsibility for a government. Only basing on it, people could have ability to work and create wealth for society. If most of people are hungry or out of work, the stability of society would be in danger, and development of society will be destroyed. For that matter, the civilization of a nation would be impaired even suspended. After all, the essence of social development is the development of human beings and human are vital initial source of the development of a society. For example, when a big family is facing without material for dinner, and the householder are trying his best to consider how to attain food for his children, the function of arts hardly meet his demand.
However, some social problems that some groups of people are suffering from poverty or some labor forces lack relative skills used to survive are long-term existed in various social forms since human lived in world. Thus, to deal with those problems is still the essential mission for any government. And at the same time, the other aspects of civilization, such as art, also need to be focus on rather than are ignored.
As we known, the achievements of arts are fruit of whole development of human beings, are a useful and important motivation for development of society. For example, the works in philosophy, will enlighten the mind of people, explore the visual field of readers and instruct them how to view the problems which they are faced at present from a positive point, just as hungry. Furthermore, the investments on art would produce more job opportunity for unemployed men. For example, to invest on film industry would drive the change of other aspects for a certain region. Those places adapted to screen a film are always abundant with grand natural environment, and, by the propagandism of the films, will attract a great number of tourists coming and taking a sight of the place. Consequently, the relative industries, such as tourism and service industries, would be accelerated to develop, and the employed opportunities are increased follow the development. Obviously, form this point, the relative invest in arts could help to solve social problems and maintain the stability of a society.
In sum, a balance is needed to build between the investment on used to deal with basic society problems which are relative with the needing of survive for populace and other aspects, such as arts. The combination the various elements of a society is necessary for a government to design a proper investment plan so that the whole level of most of people and prosperity would be enhanced from the regulation.
