想申请纽约的learner permit,但只有5分，怎摸才能再找一分呢

我是J2，想申请driver's license, but I only got 5 points.
1.A foreign passport with your visa and form I-94   3
2.A health insurance card   1
3.a valid major US credit card   1
I can't get a utility bill issued in the US because my rent includes gas, water, heat, my landlord pays the fee.
how can I get another 1 point? by the way, I have not get a SSN.
