This argument is well developed but not well in logic. In the argument, the author recommends that homeowners in Deer haven (DH) should adopt their own set of restriction on landscaping and housepainting to raise their property values. To support the recommendation, the arguer cites the fact that the average of property values of nearby Brookville (BV) community after they have adopted a set of restriction in landscaping and housepainting.  

First of all, the arguer assumes that the restriction set by BV community is the reason for their increase of average property values. Yet it might not be the case. It is entirely possible that a new university moved to this community or a shopping centre is built here. Without considering or ruling out other explanation for the raise of property values in BV, the author cannot justify that restriction in landscaping and housepainting is useful for the raising of property values.

Secondly, even though the restriction set by BV does contribute to the raise of average property at that area, it does not guarantee that the same strategy is also suitable for DH without considering the difference between BV and DH. Perhaps, there are 50 homeowners in BV while there are 5000 homeowners in DH, thus it is almost impossible to achieve to the uniform on landscaping of all people in DV. Or perhaps, many people in DV are not willing to follow the restriction because that means they have to spend more money and time on housepainting. If the difference between DH and BV are considered, the author' conclusion is unwarranted.

Last but not at the least, the author assumes that once DH community takes this restriction, the average property values must increase. It is well known that the property value is associated with a lot of factors, such as the economic condition of country, the development of other surrounding towns, the strategy enacted by government. It is possible that the economic recession of the whole country breaks out and then the property values would be affected. Without provide more information about the development of property of whole country and the national strategies, the arguer cannot conclude that the average property values in DH would rise.

To sum up, the argument is unconvincing as it stands. To strengthen it, the author must make sure about the real reason for the increase of property values in BV and consider the difference between DH and BV. To better assess the recommendation, we also need more information about the property values of whole country and whether there are other related strategies enacted by government.
