请教该如何回复试探性的ｏｆｆｅｒ呢

今天收到了第一封ｏｆｆｅｒ,但是对方要求尽快给答复，都不知道怎么才可以拖拖呢，还有１０所学校都没有消息呢，应该怎么说呢？

Thank you for applying for the Ph.D. Program at XX University.

You have been evaluated as one of the strong candidates. When admitted
to our Program, you will get financial assistance of about $２００００/year
and tuition remission up to four years, with a possible extension to
the 5th year.  

　I will appreciate greatly if you let me know if you are available to
our Program right now, and ready to accept our offer when it is offered.
  I look forward to hearing from you at your eaeliest convenience.

刚才查了一下所谓的４１５协议，这所学校也在内的，好像说４月１５号之前学生并没有义务和责任一定要回答对ｏｆｆｅｒ的选择，而且如果接受了，在４月１５号之前也可以拒掉。
请教大家应该怎么做呢？谢谢！

不行就先口头接受吧，是他们首先不遵守4。15协议啊，以后再见机行事吧，个人觉得没有签字说接受了OFFER，都是可以反悔的，可能有些伤RP哈，呵呵
