意译就是如果重复使用一些原本可以不用的facilities在bistate area修建大型的新医院的话,是浪费资源

Tyliayss 的翻译好像没有把 if only because ...（如果仅仅因为...) 的意思表达出来喔！我觉得（E）选项的意思是：如果仅仅因为设施的重复（建设）应该被避免。而题干的意思是：在两州区域兴建新的大型医院将构成资源的不经济使用。（E）选项在逻辑上似乎跟题干有些不协调，在此请牛人来解答疑惑。
