In order to improve the quality of instruction at the college and university level, all faculty should be required to spend time working outside the academic world in professions relevant to the courses they teach. 【50】为了改善大学的教学质量，所有的教员都应该被要求花一定时间到学术领域以外去参加和他们所教科目相关的工作。

With the academic researches’ great connection to the real world, the faculties in their academic world are irritable to spend their time in social affairs. All faculty should be required to spend time working outside the academic world in professions relevant to the courses they teach for the reason of improving the quality of instruction but also for delivering the traditional culture, enlightening the social consciousness, promoting the progress both in society and science.

As the entire curriculum in college and university is setting for the practical use and the theory construction, the faculty should spend their time in social affair to help them find out the problem in the real world, then solve them with their academic knowledge. If a doctor in the medicine school never holds the knives as a surgeon, nobody will believe his research has stable base. If a macroeconomics economist never communicates with the government official, visit the factory, how can he get the details of the functioning of the economy to help him construct his theory? A faculty in law school has some experiments as a lawyer can understand the law more deeply. Devoting themselves into the practical experiment, the scientist in college and university abstract the theory from the complex environment which then are surpassed to the students to improve the quality of instruction at the college and university

Without any doubt, College and university is the research center of traditional culture whose faculty involved in both the society affair and the instruction, to surpass the culture. With the classical works lying in the big library, the flourishing academic atmosphere, researches aiming to the traditional culture are going on constantly. But the culture research can’t just be going on in the faculty’s imagination and the enormous information in library. Most valuable information was hidden in the wild society. Without field research, the historian can’t find the secrets in the splendid pyramid; the linguistic can’t find the language regulation hidden in legend and ballad spreading by generations. After analyzing the new information, the faculty contribute themselves to the building of a nation culture by publishing or lecturing. Being the famous academic star, many of them will spread their new ideas and receive criticism and praise which will help them to improve their idea. This is the way that culture was built.

The intellects in college and university who have the knowledge always are the most important force to think and criticize the society, which make the government changing the bad public policies and arousing the social conscious of the citizens. When we looked into the history, we can find the great power the faculty in college and university had to foster the consciousness of the citizens. If the entire faculty in the Peking University only cared about their academic work, a lot of progressing magazine aiming to reveal the reality and search the methods to develop china, will not be publish which were going to enlighten a lot of Chinese young student’s adoration to their country and the great determination to fight with the dark and corrupted society. Their advocate and sacrifice lead the citizens as well as the students to realize the situation and devote to the battle.

To sum up, the faculty in the university and college has the responsibility as a teacher and a elite of a country, not only for the reason of improving the quality of instruction but also for the nation’s sake, they should be required to involve in both social affair and academic world.
