题目:ARGUMENT127 - The vice president for human resources at Climpson Industries sent the following recommendation to the company's president.

"In an effort to improve our employees' productivity, we should implement electronic monitoring of employees' Internet use from their workstations. Employees who use the Internet from their workstations need to be identified and punished if we are to reduce the number of work hours spent on personal or recreational activities, such as shopping or playing games. By installing software to detect employees' Internet use on company computers, we can prevent employees from wasting time, foster a better work ethic at Climpson, and improve our overall profits."

In the recommendation, merely based on unfounded assumptions and dubious evidence, the speaker draws a conclusion that we can prevent employees from easting time, and improve our overall profits, by installing software. To substantiate the statement, the speaker cites "facts" and "evidence" that:
(1)we should implement electronic monitoring(EM) in an effort to improve our employee's productivity; (2) Employees need to be identified, and punished if we spend time on personal or recreational activities. At the first glance, the argument appears to be somewhat convincing; however, further reflection reveals that it omits several substantial concerns that should be addressed in the argument. In a word, the statement suffers from several flaws.

First and foremost, the arguer attempts to prove that the using of EM could identify the employees who use the Internet and punish them if reduce work hours to recreate. As a matter of fact, the statement lacks relative information about the reliability of the project--after all, if the employee must work on the Internet, the implement of EM will be somewhat invalid. What's more, it is entirely possible that the EM could destroy the privacy of employees, which probably weakens the productivity and result in several problems. Obviously, the arguer ignores these possibilities and draws an assertive conclusion.

Secondly, the arguer claims that we can prevent employees from wasting time and foster a better work ethic at Climpson(C). It fact, even if the EM really play a great role in monitoring the behaviors effectively, there is no doubt that whether it can prevent them from killing time is not sure. It is very likely that they can chat or have a break rather than shopping or playing games on the computer; however, the EM could only detect these with the Internet. Therefore, they can also kill time with the implement of EM. It is a pity that the arguer belittles the talent of employees, so that draw a flawed conclusion.

Finally, the arguer reveals that we can improve our overall profits. As is known to all, profit is a complex question rather than a ease one which can solve soon. The statement offered none about the cost of EM. Without this, how can we predict or judge whether we can improve our overall profit? In addition, the arguer also fails to provide more information about the circumstance of the finance of the company recently. Without relative information, we cannot draw the same conclusion as the arguers'

To sum up, the statement suffers from several flaws as we discussed above. To make the statement more convincing, the speaker should have provided more information concerning with that the effect and reliability of EM. In addition, he would have a deeper survey about whether can EM detect they all the time, and prevent them killing time successfully. The last, he had better discover what the recent finance of company is, and the price of implement of EM.
