2. Do you agree or disagree with the following statement? Drivers should pay a
fee to be allowed to drive on the city streets during the time when there is the
greatest amount of traffic. Use special reasons and examples to support your
answer.

Should drivers pay a fee to drive when it is in rush hour? Taking the natural environment, the traffic safety and the city image into consideration, fundamentally, I agree with this point,.as discussed bellow.
When we talk about environment pollution, motor vehicle pollution will occur to our mind at first. Because emission too much poisonous gas and making unbearable noise, motor has been one of the biggest pollution origins for a long time. Imposing a ban on driving during rush hour can control the amount of motor, then control the environment pollution. Suppose when some one want to buy a new car,he must take such a ban into consideration. Chances are that these perspective drivers will drop up their plan because they are unable or unwilling to afford such a fee. Moreover, for the same reason some car owners are also likely to drive less frequently or even sell out their cars. Consequently, there will be less motor driving on the street ,along with less air and noise pollution.
At the second place, such a proposal can reduce the rate of traffic accident. In my observation, the more cars the more frequently the accidents happen. In all likehood,the rush hour of  traffic is also the rush hour of traffic accident .No one would argue that there must be less cars driving on the street after the proposal is put into used. Then it will certainly turn out to be lower rate of traffic accident.
Finally, control the amount of cars when is rush hour can help to improve the city image as well. For example, as a tourist who come to the city for first the time,what if you see thousands of cars and buses immediately when your get out of the railway station? What will you think of the city which is fraught with ugly petrol smell and surrounded by jarring siren noise? You are likely shake your heads with dismay and leave the city with disappointment .In order to  improve the city image, control motor vehicle is essential to preserve the natural beauty and fresh air.Charging drivers in rush time is the most effective way to make it. Additionally, benefiting from the foregoing reasons,the less environment pollution and the lower rate of traffic accident, the city image can ultimately be improved. This lays much value on not only tourists, but also the city  citizens.
In sum, this proposal has much bare on both natural environment and human society.  However, what must be taken in further consideration is the feasibility of the proposal. After all, charging every drivers during rush hour might even lead to a more terrible traffic jam. But  to strike a balance, I still consider such a proposal essential and worthy to carry it out.
