"Many problems of modern society cannot be solved by laws and the legal system because moral behavior cannot be legislated."
  
现代社会的很多问题是法律和立法系统无法解决的，因为道德行为是无法用法律约束的。

提纲：
1。法律和道德规范的方面不同，前都人人要遵守，后者则没有统一的标准。因些确实存在不能解决的情况
2。举例说明第一段的分析。环保问题。只能靠人们的自觉性，法律难以管束。
3。（转折）可是道德行为不能规范，不代表问题就无解，可以从这个问题的别的方面入手，立法。比如，调整水电的价格，限定污染来源的生产工厂。
4。（递进）而且，道德与法律在很多方面是一致的。当某一道德标准被大多数认同的时候，完全可以将其立为法规。
5。（总结）当然确实是存在法律与道德的不可调和，我们应该积极寻找解决办法。

正文：
The Law is a system of rules that a government develops in order to deal with crime, business agreements, and social relationships. While moral, means some beliefs about what is right or wrong. Everyone in a certain circumstance should obey the law. However, can all the people in a limited area hold the same point of view with regard to a right or wrong question? Of course not.  Thus, it is ambiguous that laws and legal system are not able to legislate moral behavior, such a flexible criterion.

For example, on the issue of environmental problem, some people think we should save natural resources and reduce the disposal of rubbish can not be recycled, so they save water and electricity, and seldom use plastic bags in their daily life. Some people may say, we should do whatever we want to make our life comfort and convenient. Many other people, myself included, may stand in the middle, trying to do something for our environment, but most of the time can not be restricted perfectly. In front of this situation, law becomes effortless. After all, it seems ridiculous to make a law regulating how much water, electricity or plastic bags one person can only use per year.

But I do not think this means there is no way to solve these moral related problems through legal system. There should be other aspects that laws and regulations can be effective. Although a government may not restrict the use of water, they are definitely able to raise the fare among a reasonable region. I believe, in that case, the consumption of water will be lessened to some extent. Similarly, the number of plastic products company can also be limited by federal and local governments. In a word, problems relating moral are not necessarily solved by legislating moral behavior. Thus, laws and legal system still can be widely used in figuring out the solution to majority of social problems. Actually, they are always playing important roles in dealing with various kinds of complicated problems, since it is indeed hard to find another way as powerful as laws to restrict public behavior.

Also, there do exist a conception of Moral Law, from which, I may suppose moral is not excluded absolutely from law. Moral and legal principles overlap in many situations. For instance, crime, murder, theft, prostitution, and other behaviors labeled as immoral are also illegal. When a large enough percentage of social members reach an agreement on a moral behavior, it is quite possible to make it a law. In my opinion, this is a major method how our laws developed as what they look like today.

Of course, I do not believe there is anything on earth can be regarded as omnipotent, and law is not, either. I can realize that many existing social problems are in areas where laws and moral converge and often conflict, and are still waiting appropriate solution, such as abortion. But what we should do is to be positive, and never give up to find a better resolution. During the progress, legal method may always be paid sufficient attention, especially in this modern complex society.
