The speaker asserts that a public official must maintain the highest moral and ethical standards to become an effective leader. However, I fundamentally disagree with this assertion as maintaining the highest moral and ethical, after careful consideration,( after careful consideration这个说法好像很中国啊……) would keep an public official from becoming an effective leader rather than helping him to achieve that.
Admittedly, a public must keep an adequate moral and ethical standard if he wants to be an effective leader while those who do not keep the lowest moral and ethical standard stand to fail eventually. One telling example involves Adolf Hitler, the Germany Nazi leader during the 1930s and 1940. During the World War II, he broke the treaty not only with France, Britain but also the former Soviet Union, starting the war with nearly all of the nations in Europe. Finally, he was defeated by the force of the Allies in 1945.On the contrary, Franklin Roosevelt, president of the United States at the same time, kept certain moral and ethical standard compared with Adolf Hitler, not only in but also before World War II. He promised to make his best to help America to recover from the Great Depression by launching a series of construction projects while considering little about himself. Even during the war, President kept his promise fight against Nazi Germany with his allies without any hesitation. Finally, he became one of the most successful president in the history of America and also the most effective leader in human history. (这两个例子其实只提到了两位领导人的“领导”,而没有提到道德问题。缺乏对比。而且,实际上希特勒的个人生活从某种程度更符合传统道德标准……总之这一段的论述十分含糊啊)
However, chasing for the highest moral and ethical standards, on the other hand, would detain the efficiency of a public official, preventing him from becoming an effective leader. (其实如果承接上一段“有一定道德”的论点,这一段就不应该强调“highest”,更何况作者使用了”chasing”,更显得极端化了)Maintaining high moral and ethical standards may take a lot of time of the official, making him to pay most of his time to something trivial rather than other more important matters. He may have to take into account whether smoking breaks his figure of high ethical standards, whether his vote opposing certain bill offends his morality, leaving less time to consider how to serve public more effectively, let alone do something for better society. Moreover, those leaders with certain moral standard could also become successful.(推论缺乏一定根据) For supporting example one may look no further than Bill Clinton, president of the United States during 1992 to 2000. President Clinton did suffer a lot from the sex scandal with Monica Lewinsky. However, no one would deny that Clinton has contributed much to the steady development of economy of America. In a word, high chasing for high morality would not promise success while people with a moderate standard of morality could also achieve success.
Finally, there is no clear definition of standards of morality and ethic in the world, making maintaining the highest moral and ethical standards impossible. For instance, abortion is now allowed in most areas of the world, while for those catholic, it is forbidden to abort. People who agree with abortion would be regarded as low ethical standards by catholic, while as relatively high moral standards by people who hold similar view. Another example to illustrate my viewpoint is the research on Genetically Modified Food. People in some countries may accept this food easily as they do not have enough food and giving them food, whether they are genetically modified or not, is doing a favor to them. While in other countries, providing Genetically Modified Food is regarded as immoral, considering the disastrous consequences of food on human body. In short, the highest standard of ethic and morality does not exist for people to maintain.

In sum, although I concede that public official must maintain a certain standard of morality and ethic, maintaining the highest moral and ethical standard, however, is undesirable considering the disastrous consequences as well as the unclear definition of standards of morality and ethic among different groups of people.
