Government should place few, if any, restrictions on scientific research and development.

Someone describe the human history just like the process of scientific development. It is true that the achievement of scientific research have changed a lot people's life styles, attitude, and interest and so on. So I partly agree with the author to the extent that government should support scientific research and offer them sufficient freedom. However, no every of the research is purely good, which means that some of which have potential damage and risk to humanity as well as the ethic.
Undoubtedly, the benefits from scientific research to our society at large are obvious. Without the invention of lamp, we cannot have such beautiful night-lives; without the devise of machine, workers in industry still have to work hardly, however, the efficiency is still low; without the development of automobile, most people may never have a change to travel to another areas far away; without the development of communication, such as Internet, telephone, fax, people still have to waste days, weeks or even months waiting for a reply. Numerous examples can be listed, in a word; the progress of human can not leave with the scientific development, so that the every national government should put science in the first place.
However, although the government should encourage and support scientific research and development, it does not mean that all of the researches can get ahead without any restriction. Some of the scientific research are relating to the safety and peace of humanity. Take the research of nuclear weapon as an example. After the first atomic bomb successfully blast, all of us in the world are so pride that we have the power of controlling and using nuclear power. However, consider the imponderable execution of the nuclear weapon, if government does not make any restriction, the ultimate casualty will be our human selves. As to this extent, America government really did good job for maintaining a good order of weapon use in the world.
Additionally, some of the research even though didn't cause directly damage to the society; their potential risks also need to be taken into account. For instance, the cloning technology is a milestone of human biologic development. However, at the same time, it also put forward the question that whether the clone technology on human is legality or admissive in moral. Some famous experts already forecast that this technology will influence the social stability in the future. So the government cannot pay no attention on the control of these kinds of scientific development.
Last but not least, the government also plays an important role as a guider of the scientific research and development. Not all of the researches are worthwhile, some of which are totally wasting time and energy and whose results have no merit to the society, national or the world at large, such as the development of perpetual motion machine. On the country, some other scientific researches are very vital to human spices but they are likely be ignored, such as the research of new resources, the development of living environment, the explosion of outside space and so on. Without the government funding and guidance, scientists would find it difficult to carry out large-scale projects.
To sum up, every coin has two sides, so is the scientific research and development. So one the one hand, the government should encourage the good research and offers them sufficient freedom; while on the other hand, government also necessarily place basic restrictions on those researches, which have latent endanger to the society and the whole world. |
