Should government place few restrictions on scientific research and development? As far as I am concerned, both the advantage and disadvantage of this decision should be took accounted. Government should neither place too many nor too few restriction on scientific research and development. Besides, whether put restriction on a certain research mostly depend on its content and its influence on society.

Firstly and fundamentally, the development of science and technology bring us both benefits and problems .On the one hand, with the progress of modern science and technology, not only the agriculture and industry but also the individual's life is undergoing a significant change, more and more convenient and effective inventions are playing increasing important roles in our lives. In agriculture, the various of machines and tools help farmers emancipate from the heave burden and have more leisure time to enjoy lives. Also, in industry, with the help of all kinds of producing machines, the efficiency have been greatly improvement which lead to workers' income increase while the work time decrease. In addition, scientific researchers provide individuals with many kinds of recreations, such as TV, film, computer, and so on which make our lives wonderful and colorful. However, on the other hand, a lot of problems emerged accompanying with the development of science and technology : resources are exploited for power and raw materials, forests and pasture land disappear, certain species of animals become extinct, all of which have a detrimental effect on human life.

Just because what have been stated above government should neither place too many nor too few restriction on scientific research and development. For one thing, if government restrain scientific research too much, setting a lot of standards or ban all kinds of laws which affect the possibility of scientists to do research, it is possible that the progress of our civilization will pose or withdraw. However, if government place too few restriction on scientific research, it also probably threaten the security of human beings. For instance, the research on clone which not only damage our moral and ethics but also result to the collapse of our value system..

On balance, the government have to judge what kinds of research should be restrict and what should be encouraged according to the nature of the research. When government invest a research, it is necessary to evaluate the possible effect , on the society, on other nations, and on our human beings. For example, nuclear as a power could benefits people and as a weapon will bring world danger, thus, government should encourage developing nuclear power without developing nuclear weapons

To summarize the issue, I emphasis my position again both the advantage and disadvantage of scientific research should be took accounted. Government should neither place too many nor too few restriction on scientific research and development and evaluate the content and
nature of the research before whether to invest it.
