A widely accepted idea goes: Social progress is made when development and revolution of technology occurs. New technologies, significant as they are, still remains heated discussion that should the government place more restrictions on scientific research or not? As far as I am concerned, the restrains of the scientific study are highly needed. However, they should be more concerned with the effect those achievements may bring to the society rather than the research itself, in other words, the government should be a guide in reseaching field rather than publish a whole set of rules to restrain the creativity in the work of scientists.

The society can hardly move forward with out the achievements obtained by researchers. One can easily demonstrate this statement by reviewing the history of human society: New era came into being when steel and other metals used daily; A big boom happened after the steem engine adopted in various aspect of life, which changed most notably in transportation, trains and steam vessels were hurried every where; As the electric power was introduced in human society, our civilization was brightened ever before; Accompanied with information technology's soaring, we are entering a new generation now. All these vital progress happened as a result of scientific and technological revolution.

However, when lacking of appropriate bridle and guidance, scientists will lose their diraction in the bog of mistery. Experts, although equiped with massive specific knowledge, are sometimes unable to see the overall picture of the field they research in. besides, they even heve no sense about the position of their achievement in the whole society. In this case, the research institutes will be most efficient after thay have been instructed properly, not only can they receive the directions of what they are doing precisely, these experts can make a long-term project about what they should do as well, and thus it is more likely for the whole society to enjoy the will be inventions from the scientists. Both researchers and society are benefit from this reasonable suggestion.

Further more, the new inventions and achievements can be a dreadful destroyer to the whole world. For example, the nuclear power, after it has been utilised successfully, the attempt of making it as a new kind of weapon has never been ceased. Not until the mushroom cloud rising from several cities which used be peaceful and finally left nothing but dreadful silence have we realized the destructive power it contains. The clone of human being, seemingly harmless as they first being considered, has led a endless debating which involves the social morality about those bewildering clones. Despite their innocence, these clones will surely lead immense confusion in the society. In sum, one can imagine that without the restrain of such immoderate researching, the result of these study would be a Pandora's box, let alone the abuse of them.

In conclusion, the proper restrains and guidances are highly useful in dealing with scientific research, which will guarantee both the smoothness of the study in science and the stable of our only world.
