9.The following appeared in a memorandum from a dean at Omega University.
"Fifteen years ago, Omega University implemented a new procedure that encouraged students to evaluate the teaching effectiveness of all their professors. Since that time, Omega professors have begun to assign higher grades in their classes, and overall student grade averages at Omega have risen by thirty percent. Potential employers apparently believe the grades at Omega are inflated; this would explain why Omega graduates have not been as successful at getting jobs as have graduates from nearby Alpha University. To enable its graduates to secure better jobs, Omega University should now terminate student evaluation of professors."

In this memorandum, the dean of Omega University claims that the new procedure which encourages students to evaluate the teaching effectiveness of all their professors results in the low employment rate of its graduates and should be abolished. To support his/her viewpoints he/she cites the evidence that after the new procedure was implemented overall students grade averages rose by thirty percent, which leads to, as the dean's standpoint, the underestimate of their prospective employers. As the following discussion shows, the dean's argument is not well supported by the evidence.

First and foremost, the dean fails to substantiate that the higher grade averages are due to the new procedure. It is entirely possible that most professors have reached an agreement that they should give a higher score to incite the students to work much harder. Furthermore, most professors should be brilliant enough to know that presenting a much more intriguing and valuable class contributes much more to a better evaluation from students, rather than giving a higher score to them. If it is not the same with what the professors' concept, Omega University should dismiss those professors first instead of terminate the new procedure.

Besides, the dean concludes too hasty that the less employment of Omega graduates is merely because their potential employers seemingly consider the grades at Omega are exaggerated. As far as I concern, GPA is not the only factor that most employers concern much. They pay more attention to the practical capabilities which can be testified in the interview. Another explanation of the lower employment rate is that the admission standard of Omega University may be lower than Alpha's which results in the poorer abilities of the Omega graduates. Or perhaps Omega University fails to set up methods of constructing students to be more confident and efficient in applying for a job after graduate.

Finally, there are other approaches, except discontinuing the professor-evaluation procedure, of enhancing the employment rate such as setting a higher admission standards which excludes the poorer students at the beginning, or improving the quality of education by means of placing more emphasis on job training and career preparation.

In summary, the dean's memorandum is unpersuasive as it stands. To bolster his/her assertion he/she should offer the evidence that the professor-evaluation procedure does have something to do with the high grade averages, which are underestimated by the employers in the meantime.
