我发信问了,原话答复是这样的:
“Decisions about language proficiency are made on a case-by-case basis. There are more factors that go into that decision than simply your TOEFL score, so while your score was above the minimum, the admissions committee has still deemed it necessary for your to attend the ELI in order to gain acceptance to our program.
For more information about the ELI, you can follow this link. That's also where you will find the procedures to apply: http://www.suce.syr.edu/eli/
The ELI program does begin on May 18, and generally students don't have a problem processing their visa. However, that is an issue that the administrators at ELI would be able to address.
The conditional acceptance that you received to our program requires you to attend ELI, and we are not able to allow substitutions in fulfilling that requirement.
If you run into problems enrolling in the ELI or getting your visa and are unable to attend the program, we would consider refunding your deposit, but we would make that decision based on the particular circumstances when they arrive.”
