7. The following appeared in a letter to the editor of the Clearview newspaper.
"In the next mayoral election, residents of Clearview should vote for Ann Green, who is a member of the Good Earth Coalition, rather than for Frank Braun, a member of the Clearview town council, because the current members are not protecting our environment. For example, during the past year the number of factories in Clearview has doubled, air pollution levels have increased, and the local hospital has treated 25 percent more patients with respiratory illnesses. If we elect Ann Green, the environmental problems in Clearview will certainly be solved."

The next mayoral of Clearview, in this letter, is commented to Ann Green because that he was a member of Good Earth Coalition, and has the ability to solve the environmental problems in Clearview; And the author makes the assumption that the town faces at a severe environmental problems as the current members of town council, to which the candidate opponent Frank Braun belongs, did nothing to turn over the trend, manifesting in increasing number of factories, enhancing air pollution, and the growing rate of respiratory illnesses in patients. Someone may accept the persuasive information to vote for Ann at once, but after a well reason, you may find there are many fallacies in this letter.
First of all, is environmental problems the biggest one Clearview facing these years? The author doesn't provide sufficient information to proof it. The author only mentions the current council members do not protecting the environment, but nothing else about the difficulties the town are subjecting to, nor will subject to. Maybe the town is in economic recession, so the economic problem is the most imperative one, the town needs a mayoral to increase the number of factory, to stimulus the customers shopping and to enlarge the dimension of working positions, rather to concern too much on environment problems which usually mean decelerating the economy development.
Granting the biggest problem the town subjects to is circumstance pollutions, are Ann Green able to solve it? Yes, he is a member of Good Earth Coalition. That only means, however, he takes much attention on environmental problems, solving the town's problems needs more strategies in organization and policy which are not necessarily entitled to the member of that organ.
Further more, there isn't any cogent evidence to convince us the current council member do not protect the circumstance. Although the author mentions the number of factories doubled last year, is it possible that the new established factories ware condition-friend ones, or even included a lot of trash dealing factories, waste water purification factories and the like? And although the patients got respiratory illness increased last year, is it possible that most of the patients subjected to SARS or bird flu, now prevailing worldwide, rather caused by pollutions. And the base number of patients maybe too small that the growth of the data is incredible. There is no sound reason to indicate the town's environmental policy bias.
Last but not lest, there is no direct cause-effect relationship between that council do nothing to protect the environment and that Frank Braun, though a member of the council, can't solve the environmental problems, even if we accept all the assumptions above. Conversely, a philosophical council member should learn more skills to deal with such problems. That the council didn't solve the environmental problems may because those problems weren’t the crucial ones and may provoke new problems when solving it first as analyzed above.
In conclusion, if the author intends to persuade the readers to vote Ann Greek, he definitely has much work to do. |
