173.The following is a memorandum issued by the publisher of a
newsmagazine, Newsbeat, in the country of Dinn.

"Our poorest-selling magazine issues over the past three years were those
that featured international news stories on their front covers. Over the
same period, competing news-magazines have significantly decreased the
number of cover stories that they devote to international news. Moreover,
the cost of maintaining our foreign bureaus to report on international
news is increasing. Therefore, we should decrease our emphasis on
international news and refrain from displaying such stories on our
magazine covers."
销量最差的是那几期杂志是那些以国际新闻作为封面的;同期竞争对手降低了国际新闻封面的数量;另外报道国际新闻的费用正在增加;因此我们应该降低国际新闻的重视不要在杂志封面上显示这些国际新闻内容.

This memorandum simply got the conclusion that they should decrease the emphasis on international news and refrain from displaying such stories on their magazine covers from the above three evidences, whereas the conclusion is ungrounded due to the following fallacies.

First of all, it seems that the memorandum regards that the poor selling of the magazine issues has direct connection with the international news stories on the front covers. In fact may be not. The poor-selling magazine issues over the past years maybe caused by some other reasons, such as the contents of the magazine have changed a lot, more and more people choose the way of reading the magazine from the internet not from the hard copy or the delivery mode has changed resulting in not timely reaching the readers etc.. The arguer only noticed the featured international news stories on the front covers which are probably not related to the poor selling while ignoring other possibly important aspects influencing the poor selling.

可能是内容变化；更多人可能喜欢从网上读杂志而不是买纸质的；运送方式发生变化导致读者不能及时收到。。the Arguer 只注意了international news stories而忽略了其他方面;
Also, this memorandum mentioned that the competing news-magazines dramatically decreased the quantity of cover stories that they devote to international news, whereas, it did not indicate anything about the issues of those news magazines and we have no information whether they have increased or decreased. Maybe the competitors decrease the international news cover stories in order to attract the readers and improve the issues or because of so much domestic news to pay attention during the period. So the decrease of the cover stories devoting to international news of the competing news magazines can not contribute to the publisher of Newsbeat to establish the appropriate solutions.

For another, the memorandum strengthened the increase of the cost of maintaining the foreign bureaus to report on international news. Actually, the increase or decrease of the cost does not necessarily reflect the attention that the publisher focuses, probably although the cost increases; the volume for the international news report is only very small percent of the total budget. Even though the cost for the report on international news is increasing, this increase is also probably brought about by the price increase nowadays, the accumulation of the excess labor force, etc..

To sum up, the resolution in the memorandum that they would decrease the emphasis on international news and refrain from displaying such stories on the
magazine covers is not fully substantiated and it needs further and detailed investigation before putting the solutions into practice.
