"The surest indicator of a great nation is not the achievements of its rulers, artists, or scientists, but the general welfare of all its people."

1. 无可否认, 人民的福利体现了一个国家的成就. 国家的本质就是服务于群众, 让人们丰衣足食是一个国家的根本目的.
2. 但是我们也不能忽略rulers, artists, scientists的重要性. 一个国家没有强有力的统治者, 很难使国家真正强大起来. 同样人们在物质生活满足的时候, 精神生活也有需求, 这就要求了艺术家的存在. 虽然可以通过欣赏别的国家的艺术作品来弥补, 但是缺少自己特色文化的国家很难有强的凝聚力, 容易被其他民族同化. 科技的进步可以提供人们更加好的生活条件, 进一步提高人们的生活.
3. 不能只侧重于人民福利, 这样不利于国家的发展. 同样也不能只侧重少数人的发展, 因为国家的根本目的是让百姓生活快乐.

The surest indicator of a great nation is the majority such as the rulers, the artists, the scientists or its entire people? In my opinion, they share the same importance and either one can not replace another.

First, we could not deny the importance of the general welfare of all its people. The aim of a nation, which most people may agree with, is to make its people live a good life. People who are the foundation of a nation give their leader the rights. Accordingly, the leaders should and must take responsibility for the mass. Welfare is the best way to reflect the degree their leaders concern about them. A good welfare is the sign that the society of a nation is harmonious and it comprehensive nation power is strong. It is impossible for a nation which is full of war to furnish its people a good life. May be most of the mass are living the life which is lack of food and cloth. In this condition, the society can not be stable. Crimes such as robber, theft may happen more frequent and these weaken the nation.

However, we could not ignore the importance of the achievements of its rulers, artists, or scientists. A good ruler, who plays an important role in the society, can perfect the social security network, which enable their people enjoy the best service as well as the lifetime warranty. When people's material life is satisfied, their need of spiritual life is increase. This shows the importance of artists, person who can create works of art to satisfied people's spiritual life. Although people can appreciate works of art from other countries to fill up these deficiency, this kind of manner is harmful for the concentration of a nation and its people is liable to be assimilated by other cultures. So the characteristic culture of a nation is necessary which means the importance of artists should not be ignored. What's more, the invention of scientists is the propulsion that pushes the society forward. Inventions such as mobile phones, computers have changed people's life largely. It is not extravagant to say scientists are the insurance of a better life.

Both the achievement of minority and welfare of the mass is necessary and we could not detach them. If a nation owns a good welfare system but lack of a good ruler, the social order may be disordered shortly. In like manner, if there are no excellent artists, the test of its people may be not high and the quality of life is decreased. What's more, lacking of eminent scientists hinders the development of science which blocks the promotion of people's life as well. On the contrary, if the achievement of the minorities is eminent but people of the nation live a miserable life, the leader is not a qualified one. For he betray the hope of its people and failed to take responsibility for them. No matter how great these achievements are, people will not satisfy with the nation. A nation only has a pretty exterior but the foundation has shaked can not be a qualified one.

In general, a nation is consisting of both the minority and the general people. So partial to either one is unwise. Only they reach the balance, can we say the nation is a finer one.
