Should the public leader maintain the highest ethical and moral standards? Is it an indispensable for an effective leader to do that? The speaker claims so but in fact it is almost impossible for an effective leader to maintain the highest ethical and moral standards, but, anyway, a baseline of the moral and ethical is so significant.

Too many restriction from the ethic and moral will constrain the leader develop their ability. As we know, the society is so intricate that no one will easily believe other stranger and tell them something about oneself although it is a virtue to do so. So is it rational to request an leader to believe everything and everyone and tell them whatever in his mind? It is, definitely, unreasonable that request an official leader to maintain the highest ethical and moral standards, such as always telling the truth, which result from that the political field is much more complex than the daily life. Under some conditions, keep the highest ethical and moral standards just mean being under someone's thumb which led to losing the power and the national interest. So sometimes the leader should break the limit of the moral and ethic which may be no always suitable for policy, to attain their goal. For example it is indispensable for a leader withhold the information from the public under some situation such as some information may cause the mass panic and affect the public safety. For the national and people's interest, the leader cannot always maintain the highest ethical and moral standards.

But a baseline of moral and ethic should be always in the public leader's heart. Without the basic moral, whatever the aim and the end is, it will be absolutely failure for a leader and his career which result from the public have lost the credit with the leader. Specially, the main character of the Watergates conspiracy Nixon who had solved a lot of crisis for the America and had a high support among folks, had to end up his political career even without finishing his term of the President. In order to get the re-elected as the President, Nixon ordered his underling to tape the telephone wire of a government officer, a totally unprincipled method, which led to that Nixon had to resigned the President with his unachieved political goal. Once he or she loses the basic moral and ethic, no matter what is the aim for, he or she lose as well as the credit and the political career.

As an effective public leader it is impossible for them to meet the highest demand of the moral and ethic because of the national interest and complex political world and relationship between the colleague and the country. But there is no excuse for exceeding the baseline of the moral and ethic even for the country development, on account that the baseline of moral and ethic is the basic standard for a human being so does a public leader.
