56. “Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future.”

观点:基本同意,相比较而言政府应该更加注重解决immediate problems而不是anticipated problems;当然也要关注anticipated problems of the future.
提纲:
1.
什么是immediate problems? 什么是anticipated problems of the future?

2.
政府应该采取更多的措施来解决即时性问题。For:

(1) immediate problems 损害人们的即时利益,而anticipated problems of the future 产生的后果没那么显而易见,相比较而言,前者造成的社会影响更加严重。
(2)政府部门解决好immediate problems,有助于安抚人心,赢得群众,利于自己今后的执政。
(3)政府对于anticipated problems 缺少经验和可知性,解决起来比immediate problems 要麻烦,代价要大。

但是政府在解决immediate problems的同时,也不能够完全忽视anticipated problems, 政府适当考虑anticipated problems 能够起到提前预防的作用,防止政府今后面临问题时需要花费更大的代价来处理。

I share the same belief with the speaker that government should pay more attention to solving immediate problems of today than trying to solve the anticipated problems of the future. After all, immediate problems are more closely related to our present life; yet this do not mean that government can overlook anticipated problems, which actually should never be ignored, for they may turn out as big trouble in the future.

In talking about problems, let us get down to fundamentals to know what exactly immediate problems and anticipated problems are. Most of us will relate immediate problems to traffic jaws, insufficiency of hospitals and imperfect institutional assurance, which strongly weaken the life quality of the public. As for anticipated problems of the future, they seem to be a little bit far from our daily life, since they are just some assumptions that experts make, which are not proved to be real problems that hazard the present public interests. For example, the “star war” which was first proposed by American scientist who believed that Alien would invade the earth in the future is just an anticipated problem, which is still a mystery now. In a word, immediate problems exist as real problems at the very present while anticipated problems just get the possibility of becoming problems in the future.

Since immediate problems play a more important role in affecting people's daily life than the anticipated ones, it is reasonable for governments to pay more attention to the former. After all, immediate problems instead of directly harms the interests of people while the anticipated problems do not at that time. For example, the traffic problems not only hamper the economic development, but also bring inconvenience to work, thus are required to be solved immediately. Moreover, governments will benefit a lot from solving these problems, thus win more people's support, which will be surely helpful for their later regulation.

In addition, compared with anticipated problems in the future, immediate problems seem much more practical and easier to handle. For one thing, experienced experts can help governments improve the efficiency of solving immediate problems which are common in other areas. On the contrary, anticipated problems appear to be a headache which firstly requires large efforts to know more about them; moreover, as the speaker points out "trying to solve the anticipated problems", it is just an attempt and the problem may not be solved at all.
Therefore, it is wise of a government to spend the tax dollars in improving traffic, public health care and solving some other immediate problems rather than anticipated ones.


However, since anticipated problems today may result in immediate problems tomorrow, governments should never ignore anticipated problems. Take the global warming for example, several years ago, there was a saying that the excess emit of carbon dioxide, which is the main cause of global warming, would raise the temperature of the earth. Few governments thought much about this issue at that time, yet a few years later, as the temperature rises, they begin to realize this problem is impending, for coastal cities are threatened as a result of the rise of sea level, which is due to the melt of ice. Now governments all over the world spend much time and money together to solve this approaching problem. What would happen if they had taken measures to reduce the emitting of carbon dioxide?

What else may be said, governments should focus on immediate problems instead of anticipated ones to make the maximum use of the money and gain support of the public, meanwhile, they should also notice some anticipated problems for the sake of long term development.

it is wise of a government to spend the tax dollars in improving traffic, public health care and solving some other immediate problems rather than anticipated ones. (感觉这个观点不太有说服力,因为难就不做了吗?考虑下补充说明有些预料到的问题在它真正到来的时候再临时解决更能具体情况具体分析而不是现在的一把抓,浪费资源(但是还没想到例子~额……你看看……))

(总体尚可,我觉得最主要的问题在于分析的不够深入,显得单薄了些,论证和例子都可以再展开的。像第三段主题句完了就直接例子了,层层深入一些较好,再写两三个句子交代一下前因后果。不过这也难免,有时我也偷懒了,嘻~。 推荐看一下azoi 的文章,很有感觉的。)

额,等了半天都没看到III号,所以自己早早地趴床上睡觉了:-p
那个第二段确实是有问题啊,因为写到后面感觉那一段长度差不多该收尾了,因此也就偷懒糊弄了一句话来总结一下,现在看看确实没说服力。
感觉语言还是很贫乏的,缺少变化~~

队长大人分析得很中肯,红字部分差不多都是我写的时候心里觉得别扭的部分,结果都被你揪出来了。shy~~
超羡慕Azoi的文章啊,感觉说理和例子都是很好地联系在一起,很自然不生硬!
