i have contacted with a professor in unimelb. this professor currently has several projects, maybe he is keen to recruit phd students. in email, he said, " I think you have a fair chance of getting one but this is not certain as and depends on the quality of applicants". how can i understand his words? does this mean he will support me even if i can not get the schorlarship in the university level?

the original email is as follows,

Scholarships are limited and therefore competition is very high. The
cutoff mark in the last round was 88%. I think you have a fair chance of
getting one but this is not certain as and depends on the quality of
applicants.

Having had a look at your paper, the proposal I sent you may not be the
most suitable and is only available until October of this year.
