I treat a leader as one who wield his certain leadership to guide his underlying and achieving the goal of their organization. The assertion that to be an effective leader, a public offical must maintain the highest ethical and moral standards contains some truth, but on the whole I do not agree with the claim.
It is not to deny that to some extent the organization would benefit a lot from the leaders' maintaining the highest standers for a myriad of reasons. At the first place, if a leader can stick to the highest rule of the ethics, he would not commit the crime of corruption, and at the same time, he will refuse bribe and embezzlement would not find its way there. If the leader is not, and if, unfortunately, he has the power to determine which factory to choose to work for the organization, then corruption is unavoidable. At the second place, this action of the leader will enhance the efficiency of the organization; he would serve the members of the organization heart and soul, which is an important factor for the success of an organization. At the last place, if the leader can maintain the highest moral and ethical standers, their underlying is supposed to be affected, and this effect will take place on a big scale and eventually, serve to boost the efficiency of the organization to a new level.
However, in many cases the sticking to the highest ethical and moral standers is unnecessary or, in some cases, may serve to undermine the efficiency of the organization, because the highest rules and ability to lead an organization have no causal-relationship. On the one hand, a leader who sticks to the highest ethical and moral rules may not be easily accepted by his workers and followers. Everyone is born with some flaws and some of them come along with us all our lives. a leader who maintain the highest standers will hardly tolerant any mistakes, however small, so it may take a great time for the workers to collaborate with such leaders. On the other hand, even a leader does not maintain the highest rules of ethics; he will still be an prominent leader only if he has make great achievement in his position. There are many examples that can strengthen my argument. Blii Clinton, the president who has the sex scandal and lied on the course, is still indentified as one of the most notable leaders in America, for he not only save the economic of America out of the mire of recession, but also, by carrying out the plan of "The New Economic", changed the influence of America in the international affairs. Kennedy, the president who has the Watergate Scandal, is also one of the prominent presidents of America, because he had settled a great deal of complex international events: the Civil Right Movement, the Berlin Crisis, the Cuban Missile Crisis and the space program.
What is more, a leader is a one who will well represent the majority of the members of organization. There are many cases where, even if the leaders want to, the rules of ethics conflicts with the profits of the mass and the leaders have to listen to the ideas of the members of the organization because compared with the profits of the members, the ethical and moral standers reveals they are of less importance to the leaders. Take the Japan government as an example. Nowadays, the free trade has be accepted widely as the only one way to common wealth and one of the basic rules of the government. However, to protect the profits of the farmers in Japan, the government choose to have high tariffs charged, the highest of them is the tariff of rice, which is 700%!Even though the Japan government is quite aware of the economic
laws of free trade, it still does
a myriad of such things.
To sum up, the leaders' maintaining the highest standers of ethics will be good to some extent, however, it is not necessary and in fact, many leaders can not stick to them because of the pressure of the members of their organization.
