"It is possible to pass laws that control or place limits on people's behavior, but legislation cannot reform human nature. Laws cannot change what is in people's hearts and minds."

Ever since the formulating and then the promulgating of the laws, people have always debated over the function of the laws. What has it brought to us? As to me, laws really work when controlling or placing limits on people's behavior, yet has no effect on their psychological worlds. In fact, rather than the laws, human nature is determined by people's living environments.

Laws, defined as a rule of conduct or action prescribed or enforced by a controlling authority, exclusively restrict citizens' action. People, with all kinds of desires, will be easily immersed in the process of pursuing their own needs. If left unfettered, people tend to act on behalf of their own interests, while refusing to consider those of others'. As a result, myriads of crimes will come out, such as corruption, delinquency, theft, murder, and chicanery. The legislation system is used to regulate human conduct representing the demands of the government. In laws, people are told which they should do in order to realize their own responsibilities to both themselves and others around them. What's more, it is clearly written what they should never do, which may destroy the interests of others or the government. In short, laws guide people how to behave in the right direction. On another sense, laws also act as the punishment to people who have done wrong. There are detailed regulations about how to deal with nearly all the crimes, maybe just imposing forfeit, or maybe setting criminals to prisons, or maybe setting the most evil ones to death. After all, laws really conduct people's behavior effectively by controlling methods.

Though laws have great function when conducting people’s behavior, but yet, when it comes to minds and hearts, which hiding inside people, laws have no effect at all. It is impossible to control what people are thinking, which is the only place full of utter freedom. How can you know the motivation of a person to steal some precious things if he or she does not realize the ideas in the end? How can you regulate someone by laws if he only says something without courtesy. And how can you require all the children own healthy thoughts under this complex and changing environment? Laws, acts only after the crimes really coming out or just a little before being realized; while, it is the moral, which will actually regulate and conduct people’s minds and thoughts. Holding high standards of ethic and moral, people will certainly have optimist attitudes towards their own lives and show respect to those of others sincerely. Actually, moral assists laws when regulating society, and therefore government should pay enough attention to both laws and moral cultivation.

Then turn to the crucial question that is how to cultivate people’s high standards of ethic and moral? In my point of view, it is the environment, which has great influence on human nature. At home, parents are the first teachers in our periods of growing up. When crossing the roads, we are told to walk by the right side; when waiting for the buses, we are not allowed to jump the queen; when sharing things with others, we are taught to leave the better to other people. In fact, all these trifling things in daily lives have really compact on our minds and hearts. In schools, we are further taught by the regular education. By informed the stories of role models in histories, and stimulated by the positive ideas, our opinions about how to confront with the reality is gradually formed. Also, the behaviors of people live around us, good or not, have great effect on our minds and hearts directly or indirectly. Obviously, people who live with aggressive neighbors will own more strict requirements on themselves. Yet, if those neighbors own bad habits in daily lives, it is rather possible that people will learn from them on condition that these people have no great determinations. Thus, it is impossible for laws to reform or change what is in people’s hearts and minds, since human nature is determined and influenced by people’s living environments.

In sum, laws really have effect on conducting and regulating people’s behaviors, however, legislation system is useless in the field of people’s minds and hearts. To obtain a better balance of our society, we should pay more attention to improve people’s standards of moral besides formulating more laws simply.
