It is possible to pass laws that control or place limits on people’s behavior, but legislation cannot reform human nature. Laws cannot change what is in people’s hearts and minds.

In the era of technological and social development leading to the complex relationship among persons, legislation to govern the society is called for people to maintain an equal, peaceful and relatively stable society. Although laws are designed to control people’s behavior, in my opinion, legislation can not change human nature and people's mind.

We live in a world filled with all kinds of legal rules, because we should make sure people's growth up, living and working are under a circumstance of justice, safety and freedom. Without laws to control people's behavior, individuals can act at will, everybody has the possibility hurting by others, contradictions spring out, the world become chaos. Once the laws system that is a criterion for action set up, most of people will restrict them to comply with laws and the rule-breakers must be punished by means of appropriate remedies to keep the society together. So, obviously, laws can place limits on people's behavior.

But can we say legislation reform human nature? I don't think so. The apparent consistence with articles cannot illuminate that people's nature are changed under the control of law. Many factors including genetics, the growing experience, family member, education level and so on can impact people's foundational characters. The complexity of nature formation decides that people's character cannot alter by legislation easily. An accountant who has abided by the accountant law for many years began to corruption when he was fifty-nine years old just before retirement because after that he cannot deal with so much money any more. His great lust for money did not banished under the control of laws in those years and the avarice broke out at his last chance. So, legislation can only change people’s behavior at some extent in stead of influencing human nature. Without the restriction by laws, human nature may emerge gradually.

Laws cannot alter people's hearts and minds either. Human is a kind of animal full of feeling that is cannot altered casually, although everyone can judge what is wrong and what is right and then act under his judge. Mom was grieved when his son was executed death penalty for murder, yet she definitely knew he should be punished by law. On the other hand, laws cannot change people’s mind. People’s cognation is based on many aspects, not only experience, education, but also political position, religious, sex. Several years ago, the government of my hometown discussed to cut a forest along a river in order to build a plaza. Some people rejected severely because they thought preservation the forest by a river is necessary for protecting the environment and maintain the fitting climate of my city. Other people agreed for the reason that the plaza along a peaceful river may attract many investments to improve local economic development and the forest there is a waste of increasing land-value. Although the forest was saved in 1998 when China amended the new forest law to restrict deforestation, the debate was not appeased for many years. On the contrary, those people agreed with cutting forests thought the new forest law is absurd, not their view. You see, laws cannot change individual internal thought.

In sum, the laws play a significant role in human society and their determent is able to limit people's behavior and dealing, but they cannot reform human nature, nor can they change people's hearts and minds.
