What make an effective leader? I am strongly agree that high ethical and moral standards should be involved in the personality of a good public official, however, it is necessary and impossible to ask them to be the highest ethical and moral ones, apart from which, as an effective leader more additional conditions should be hold by a public official from my viewpoint as below.

It is not so easy for a public official to be an effective leader, for they should hold more than one good quality, such as wisdom, power, strong will, resolution, tolerance, high ethical and moral standards and the like. Political affairs are not only complex but also quite difficult to deal with. Lack of any of the above, may a public official loses the possibility to become an effective leader. Take famous ones in history for examples. As Washington of USA, Mr. Mao of China, broadly considered as effective political leader, all of the good qualities need for a outstanding leader can be found from them. They were brave, wise enough to lead wars for country liberation and worth a wide respect from their people for their good moral. Therefore they could be treated as an effective leader. In a word, to be an effective leader, lots of good characteristics are needed for a public official.

During the so many qualities, high ethical and moral standards are of great importance to be an effective public leader, especially in nowadays democratic society, which can be explained in three aspects. Firstly, high ethical and moral standards can help officials win wide respects and trust, which may greatly benefit for their work. Since common people are likely to combine together if they possess a respectable leader, the sound of resistance of public will become lesser so that their work will face fewer difficulties. Gandhi is a typical example with great ethical and moral standards and win high reputation from not only his own people but also from all over the world ; secondly, public officials with high ethical and moral standards are easily setting examples for the mass and finally lead to a harmonious and friendly society. This point can be easily illustrate for a country during the period with a high ethical and moral leader are always peaceful while a country with a low ethical and moral leader are always full of chaos and wars, and everyone is a factor contributing to the environment of a whole country and society. Thirdly, high ethical and moral standards, very effectively, keep public officials away from corruptions and thus are quite important to the effective ones.

In the final analysis, however, highest ethical and moral standards are hard for anyone including effective leaders, and thus should not be a restriction for public officials. Leaders are not sages or moralists. They are as ordinary as us common people, and hey may also commit mistakes. Like Bill Clinton, though his sex scandal has been disclosed, however, can we consequently deny his contribution to his country and thus assert that he is not an effective leader? So, we should hold on a right attitude towards our leaders’ mistakes.

Without high ethical and moral standards, public officials may not win broad respect and trust from their people, may not set good examples for the mass, and may easily fall to a criminal of corruptions. All those above tell us a true law, to become an effective leader, it is quite important for a public official to be high ethical and moral. But being the highest is unnecessary. However, to be a real effective one, public leaders should also never forget to develop their other good qualities except high ethic.

嗯.... 这个题目我有点疑问，题目的意思好像是说作为一个杰出的领导者就必须保持最高的伦理和道德标准，而没有说只要有最高的伦理和道德标准就可以是一个杰出的领导者，所以有必要提他还需要别的quality吗？:confused:

新东方有种说法好像是对于问题解决型（题目中should, in order to, must之类的吧）题目，列提纲的时候可以用题目中的solution+other solution。
我觉得这个题目也可以看成这一型，改成In order to be an effective leader, a public official must maintain the highest ethical and moral standards;
所以可以说其他的qualities~

总体来说这篇文章还是很好的，只是第一段，有一些别扭，要是改成除了moral之外还需要其他的品质，这些品质可能抵消moral的缺陷，并且把他放在B3 的位置上。你看这样成么？呵呵，我就是这么写的。
