提纲:1 Admittedly, immediate problems of today sometimes are so urgent that they just push us into a situation to handle it as soon as possible.
2 Nevertheless, the condition above never tells the whole truth about the situation of the problems that all the governments can probably confront, especially in the modern times.
3 What's more, usually we can find a clear and close relationship between some immediate problems and anticipated ones, which means in some cases it is actually unscientific and unwise to separate these two sides mechanically.


The immediate problems which we are confronted always attract our most attention, as a general conception. Meanwhile, human beings still have strong and innate worries or anticipation for the problems lie in the future. As far as it's concerned the government, things are exactly the same.

Hasty brings loss. In my opinion, we should not easily choose our inclination for solving the immediate problems or tackling the anticipated ones, instead, we must combine these two factors into a systematic whole to clarify all the problems before we implement our decisions.

Admittedly, immediate problems of today sometimes are so urgent that they just push us into a situation to handle it as soon as possible. For example, the break out of the 911. During these days, with no doubt, the vital and first task of the government is to organize the saving while utilize all the methods available to investigate the facts and relevant details of the event. Therefore, in this case, the government must focus on the immediate problem primarily because such problems need instant reaction without which the situation will be so pushing even out of control. Similarly, such incidences like 911 have always been with us and definitely they will happen at any time and any place. Under these circumstances, no one will question that the government should pay its attention on it more than the other items.

Nevertheless, the condition above never tells the whole truth about the situation of the problems that all the governments can probably confront, especially in the modern times. Sometimes, the anticipated problems are even crucial and their significance deserves our major concern. For instance, the aging problem always stirs up many governments' plan in all the aspects as economy, welfare and health care. As we all know, it is a typical anticipated problem and it is so unnoticed that few of us care about it. Yet it's a real big one which can influence our society and what's more, leave a disastrous situation into the future. It’s basically because we may lose the unnecessary labor resource if this problem remains intact, we may be overwhelmed by the huge budget and expense for welfare if this problem continues and we may face a larger population which is overburdened for the whole world. However, fortunately, many countries have started different projects or plans to prevent or solve this problem for they have fully realized its role. In short, there also exist many problems which can be analogous to the aging problem. There significances have gradually been instinct that almost no governments can ever neglect them.

What's more, usually we can find a clear and close relationship between some immediate problems and anticipated ones, which means in some cases it is actually unscientific and unwise to separate these two sides mechanically. For instance, computers have brought us convenient lives as well as some fresh problems just like the "internet worms". Most governments have inclined to pronounce a better educational and social environment to cover it. On the other hand, several governments have paid billions of dollars to some CS institution to explore humane computers or computers based on emotions and human reactions. In my opinion, we can certainly weave these immediate and future problems into a same schedule. In general, a computer which can have better and wider communications with humans shall have the abilities to solve the "internet worms" problems which lie in most children. Through some easy technological innovation or settings, the computer may one day guide and manage the children to have a more colorful life rather than just staying at the table in front of a computer, while it also permits any normal utilization from it. In sum, taking some steps to further the exploration of the future trends, we may discover some by-products that help to solve our immediate problems. Furthermore, no one will refuse a win-win situation for both the present and the future.

As a conclusion, both the immediate and future problems deserve our notice and actions. Actually, what really matters is not what choice we will make and which side obtains our votes, but whether we can clarify these problems based on a complete overview including other elements,moreover, whether we can find a relatively better way to deal with all these problems or not.
