issue178: It is possible to pass laws that control or place limits on people's behavior, but legislation cannot reform human nature. Laws cannot change what is in people's hearts and minds.

1.法律存在了很久，并且在不断完善，人们认为法律是有益的，就说明法律引起人的思考，也就是影响了人的思想。

结论：法律是一种社会环境，环境是影响人思维的主要途径，所以，长时间对法律直接或间接的接触，会改变人的思想。

正文：
The speaker assert that laws cannot change what is in people's heart and minds, because he considers that the law can just control or place limits on people's behavior. In my point of view, the speaker neglects the relationship between the behavior and minds. Actually, the human's behavior can do affect their minds and heart, so the legislation can change what is in people's hearts and minds directly or indirectly.

In the first place, the legislation was built on since the human society appeared. Since the human society appeared, people tried to carry out some kind of laws to limit the people's behavior. Today the legislation is more and more integrated year by year in each country, which illuminates that people consider the law is good for the society. When people think about how to perfect the legislation, that prove the law is affecting the people's mind.

In addition, the law can control the human's decision before they act. We should be punished when we break the law. As no one like be punished whether be amerced or be condemned, we should judge the behavior before we act. If you need money urgently, you should find a proper way to get money, instead of going to do what you want to. When the law can control your mind, it will change your thought bit by bit. For example, when we are childhood, our mother always told us that it was not good to truant, and we would be punished if we did not follow that. So today we do not think that truancy is a good behavior. That strengthens the evidence that we can change our mind if we are limited in behavior.     

Finally, the ideology of human is decided by the existence of the circumstance. Admittedly, all of us can indirectly or directly contact with law when we have ideology. For example, we can never or seldom see people who are killed by someone in the street, and we know everyone should pay back money if they have borrowed. Although some time we cannot recognize the influences, many of such things impact us in our everyday life. That make us think something, such as thievery, murder and robbery, are bad. Even if it is legal to hurt animals now, we would not kill a dog that we dislike in the street. We have changed our mind to decide what is right or not, and that what the people do around us has show us their ideology.
  
To sum up, by limiting our behavior and even control our circumstance, the law changes what is in people's hearts and minds. Living in society, people are impacted by the behavior of the people who around us. We should distinguish what is legal or illegal by judging the behavior of the people around us even we do not read any law books. (479 words)
