I strongly agree with the assertion that laws could be used to control people’s behavior, while legislation could never change human nature. People’s heart and minds are impregnable facing with the laws.

Admittedly, laws could be quite effective in controlling and placing limits on people’s behavior. The initial of government passing laws is just to regulate people’s behavior, and the corresponding punishment when the law is broken prevents most of people from breaking it. For instance, robbing bank is a quite effective and rapid way to get lots of money, and thus live a luscious life, seldom will people, except those who have the self confidence to avoid the punishment(though most of them overestimate their ability), will do it. The heavy punishment following such behaviors regulated by laws has played a significant role in this process.

Though laws are capable of regulating people’s behavior, they can take little effect in affecting human nature. The characteristic of an individual is a concrete reflection of human nature. An individual’s character is determined by various factors, such as growing up environments, the influence from parents, important affairs besides, ingrain gift and so on. This character could only been reflected by one’s behavior when the outside permits, but cannot be regulated by the laws. We can never understand what’s inside others mind, while this is the right place human nature lays.

What’s more, laws can never change our human beings hearts and minds. A monarch government could pass various kinds of laws to control populace’s speech, publication, access to information adverse to the monarchy, but they can never stop people from dreaming of pursuit of democracy and freedom in mind, from the ambition to realize it one day. The laws of Church could prevent gebaidi from publishing his assertion of sun center, they can not keep his from believing it. It is by these ambitions and assertions beyond laws’ control, our society and human get progressed step by step.

It is necessary for laws to regulate our behavior, since without them, we will be living in a ruthless world; It is also indispensable for laws’ incapable of controlling people’s mind and hearts, because many times just within this limited spaces provided by our hearts and mind, significant contribution are made to our knowledge, and society.
