(1)        Torn down need money and build a new ones also need money, it can’t save the budget.
(2)        Small place is just a factor influencing the conformity, others likes work condition and enough supplying for heat in winter and cool in summer.
(3)        The data show that per square price no the whole price, means that the price  may be more than the old ones facing the more big hall.

Argument 151
Although it is Durant approve the construction of bridge, it is not the only one who can decide the bill. Many people take part in it. Lots of surveys have been started before the final plan. Much consult for local men and debate for building may have in the city  until the plan finally approve it

If it is the Durant responsible for his acts, we can not appraise the construction with the contemporary view, 20years is a long times anyone may not foresee everything now. For example. Unforeseen rapid increase of the inter-city trade. The design of car flux is about 10,000, yet now 40,000.  

If it indeed have a better plan yet not accept, we can not compare the damage of the two bridges. The two bridges may have different utility. Such as the first one is an inter-city road, yet another is only for local cars.   


Argument 67
First, the merge of the garbage collection departments can be seen as the same as the merge of the library. The two garbage collection departments basically have the common aim, however, the two libraries may be totally different for utility, the first ones is to satisfied the local people , the later open for outer people.

If it can be merged the arguer fail to use the data to support the view which can be successes.
Since merging the two departments no long ago, we certainly receive little complaint. It need a long period and more detail data to support it.

Although we accept the two comments above, we can not discover the need to merge the two libraries. The one year decline of the number of the Polluxton library can not be strong evidence. to prove the need. The decline of number of residents may lead to the decline of number of the users.  The condition may be happen that the rate of user and residents last year is bigger than the rate pervious year. It demonstrates that more people likes go to the library not the less.
