提纲：
A.  图书管理员声称学生自愿去图书馆次数明显减少在最近几年，并且举了个去年7年级学生的例子。但是，这个例子过于特殊，没有普遍性与代表性，没提供其他年级的数据; 而且不能排除他因。
B.  基于上述不充分的证据，图书管理员还认为学生比过去读书少多了。然而，即使学生真的去图书馆次数减少了，也不能说明他们的推断是正确的。不是读书只能通过图书馆一个地方。比如，电脑+互联网已经改变了传统的读书习惯；//
C.  最后，他们建议改善图书馆环境条件，以吸引更多的学生前去图书。然而，这是基于这样一个未证实的假设，环境是最重要的原因。他们可能忽略了其他的原因，图书馆的藏书量、更新速度、现代化程度等等。总之，改善环境不是他们唯一应该做的。
事实上，我建议他们在做出正确判断前，去调查一下目前该镇的实际学习情况，要做到客观与普遍性。

In this argument, the librarians reported that the number of trips that their students make to their school library on a voluntary basis has decreased significantly in recent years, simply based an example concerning seventh-grade students.  Those librarians also assume that the decline indicates that their students are reading less than in the past.  Finally, they suggest that the atmosphere of their libraries should be improved so that more students would be willing to spend much time there.  Admittedly, neither the assumption nor the conclusion could be acceptable.

In the first place, the example, which the librarians cited to support the fall of the students’ trips to libraries, is obviously unrepresentative and thus lacks convincement.  
The situation of the seventh-grade students cannot represent all the students in that town. Unless the librarians could offer the information of students of other grades, their assertions would be groundless.  

In the second place, the librarians falsely assume that the drop of trips indicates that the students are reading less than in the past.  Actually the fact that students are unwilling to go to libraries doesn't inevitably demonstrates that they read less than usual. Nowadays, as IT technology progresses rapidly day by day, many people could  read via computers and the internet just at home.  As a result, maybe students in that town are more apt to read at home via the net.  

Finally, the librarians’ conclusion implies that the atmosphere of the libraries plays a key role in attracting students, which is unwarranted.  Virtually no information was provided by the librarians to prove that the environmental factor can play an important part in increasing the number of students’ trips to libraries. To support their conclusion they surely should provide more evidence to persuade us in that point.  And the libraries may ignore other ways to improve the situation, such as the updating rate of books, the efficiency of borrowing books, and so on. Without a comprehensive survey, it is unwise for them to hastily come to such a suggestion   

In summary, the librarians need more comprehensive materials to substantiate the decrease of the trips, and to assume that the students read less, they should rule out other possibilities that the students could also read through other ways instead of the libraries.  To come to the conclusion that the libraries’ atmosphere should be improved they also should provide persuading evidence which really indicates that the atmosphere is really the vital factor that attracts students.

这样的话，很难将你的文章和ETS所要求的充分论证相联系起来，毕竟一个段落中真正有用的内容只有一半：我们不仅要指出XX是错的，同时应该说明XX是怎么错的。

相较于并不充分的论证，开头和结尾显得过于冗长了，信息也过多的重复了。
