TOPIC: ISSUE70 - "In any profession-business, politics, education, government-those in power should step down after five years. The surest path to success for any enterprise is revitalization through new leadership."

In this era of rapid social and technological change leading to increasing life complexity and psychological displacement, creativity and vigor of youth is more and more important. The speaker asserts that the surest path to success for enterprise is revitalization through new leadership, and in any profession, power should step down after five years. Although this system has some disadvantages, I still consider it as a proper idea.

First of all, absolute power leads to absolute corruption. Re-electing leaders timely is an effective method to prevent corruption. For example, in the past, the emperor's power can not be taken until he die. When the emperor breaks the laws or does not govern the country well, people have no other legitimate ways to change their leaders except revolution. However, where there is a political revolution, there is a war. The cost of changing leaders by revolution is so high that people need to control the leader's power. Moreover, Re-electing leaders timely also has the function of encourage leaders to do their works better. Because the power is not eternal, the leaders have to govern the country as well as possible to keep the power which people gave him. Hence, to re-elect new leaders regularly is a reasonable method.

Secondly, this system can have benefit on young people. When people work without any hope of promotion, their efficiency is very low. A survey which is invested by sina.com indicates that 85.9 percent of people agree that if they have the chance of promotion, they would try their best to work harder than others. This survey is a strong evidence to prove that a re-electing leader system can be the impulse of encouraging people to work hard. Otherwise, changing leader timely can give more chances to young people. And the creativity and vigor can bring much benefit to companies, especially in IT field.  Because this field is developing much faster than other fields, young leaders can adapt new inventions and conceptions more quickly and better than old leaders.

Nevertheless, the disadvantages of this system are obvious in some fields, such as army and academic field. It is ridiculous that changing the generals or commandos of a army every five years. The experience and sophisticate of an old general is much more important than any other advantages of a young military officer. In academic field, the academic authorities always have much experience and do much research in relative science areas. The young scientists do not have enough ability to take the responsibility of leading a academic fields. So changing leaders in some fields is unappropriate. Furthermore, the stability of some special position can not be ignored. A very example is the supreme judge of the USA. Giving the supreme judges the power for a life would make them to settle the lawsuit just, fair and open.

To sum up, changing leaders timely is a really effective method of revitalizing enterprise in some fields, although there are several disadvantages, and in some fields, it is even an improper choice. To face the positive and negative effect correctly would make this system to bring much benefit to people.
