Issue43. "To be an effective leader, a public official must maintain the highest ethical and moral standards."
(一个公仆如果想成为一位杰出的领导者就必须保持最高的伦理和道德标准。) [政治家题目（24）]
Syllabus:
1.具备良好的伦理道德观是做一个政府官员的基本条件。按章办事，不触犯法律，全心全意为人民服务。
2.需要以高标准要求。但不像题目所说的highest.
(1)本身压力大，加之群众、媒体、相关监督部门的压力，导致个性的压制、虚伪和人格的扭曲等；
(2)助长公众及舆论机构对政府官员的苛责和不宽容，导致他们才能不能很好发挥。
3.公众关注的焦点应是他们的能力、是否能为国家和人民谋利，而不仅是能否做道德典范。
诚然，一个诚实、忠诚、热心的人做领导固然可靠。但如果不具备足够的办事能力，也不能成为好的官员。
4.总之，结合个人的思想品德素质和办事能力才能衡量一个政府官员是否杰出。

It is quite essential for a public official to possess a correct ethical and moral concept. Whatever we do, the foundamental thing is to be an honest and straight person, the following thing is how to do an excellent job. A respectable pubilc leader should act according to the laws and rules, concentrate highly on issues that concerning people,  put interests of the country and its people in the first place. Thus, he can be a qualified offical.

It's obvious to judge a public offical with high standards. However, it's unnecessary to acquire him to maitain the highest ethical and moral criterion. To begin with, to some extent, like many famous singers and athelets, a public offical is a person under the highlight, who alread has great pressure from within. Additionally, pressures comes from the masses, media and some relevant departments responsible for supervision from without, which with the formor together will definitely lead to negative effects for him. Such as, supression of his character, self-disguise, tortuosity of personality and so on.  Second, over-concerntrate on public leader's ethical and moral activity will probablely foster excoriation and impatience of the public mass and media, which will absolutely not good for his development. All above are surely not beneficial to the country and its people.

General public should focus on the ability of an official, to see whether he can bring interests to country and people, but not only concern whehter he could be an ethical and moral model. Admitedly,  an honest, up-right and passionate leader can be very reliable. However, if he's not effective and flexible enough to handle national affairs, he can't be a qualified leader. Sometimes, even an honest diplomatist have to be sophisticated in order to deal with some extremely complex affairs. So ability is very important to a public offical.

In sum, when come to estimate whether a public offical is effective and good, we must combine his ethical and moral concepts with his ability. Loss any one of these two factors can't be a wholesome and fair assessment for a public official.

To begin with, to some extent, like many famous singers and athelets, a public offical is a person under the highlight (不知道意思是否准确) who already has great pressure from within (?). Additionally, pressures comes from the masses, media and some relevant departments responsible for supervision from without (是不是external), which (指谁？看不出来。)with the formor together will definitely lead to negative effects for him.
