Should an effective leader maintain the highest ethical and moral standards, as the speaker asserts? I fundamentally agree with the speaker since that a public official cannot gain trust and support from public, who do not have high standards of ethic and morality. Yet, strictly followed, except the two standards above, an effective leader should have professional knowledge. And on certain cases, there is no denying the fact that an effective leader must do immoralities to protect the nation benefits such as cover-up and trickery.
Admittedly, as a general rule, a leader without high ethical and moral standards could not obtain faith from public so that he or she will not gain essential support from electorates. Richard Nixon, the active role in the Watergate Case, is a convincing example at point. It is because of the president's immoral behavior that Richard Nixon had to resign from the office. The chief reasons contributed to this consequence are that his immoral behavior of misusing the power to violate the constitution rights of U.S. citizens and obstructing justice in the Watergate affair. After the scandal came to light, the faith of the public was extremely shaken, and then the support steadily eroded. It is obvious that a public official cannot gain the faith and support from the public if he or she does not inhibit the behaviors by high ethical and moral standards.
However, it is also crucial that an effective leader should possess specialized knowledge and experience in certain realm because a leader must make some important and decisive decisions in his or her daily work. Take Condoleezza Rice--the Secretary of State--as an example. As an expert on the former Soviet Union and Eastern Europe and political science professor, she has abundant knowledge and experiments so that she plays a key role in the providing referenced advices and making important decisions in Bush government. In my point of view, to ensure the advices and decisions are correct and effective, every public official should have enough specialized knowledge and experiment in his or her work realm. In one word, to be an effective leader, the official not only must maintain the highest ethical and moral standards, but also should have professional knowledge and experience.
Furthermore, under certain circumstances, what is necessary is that the public official must do the things that are not corresponded with the common moral standards, in which way they aegis benefits and security of society or the country. For instance, when approached by journalists some questions referred to the martial secrets or country security, the leader should deceive or cover-up the true information in order to avoid the secrets being captured by other countries. To keep the benefits and security of country, a public official must do the things, which seem not moral. In short, on certain cases, leaders must be immoral.
To sum up, a public official must maintain the highest ethical and moral standards in order to gain the support and trust from public and also should possess specialized knowledge in certain realm. However, on certain cases, an effective leader should do some morality for the advantage and security of society or the country.
