ISSUE69 - "Government should place few, if any, restrictions on scientific research and development"

In this era of rapid social and scientific change leading to increasing scientific research importance and significance, both positive roles and negative roles brought by government regulations call for a balance in which government can play a positive part in order to promote scientific research and development to  the most degree.

Admittedly, in some sense, government should set forth as few restrictions as possible on scientific research and development. When it comes to a group of scientists and researchers who have strong responsibilities for the well-being of society, what the government need to do is to financially fund them  and provide them as much  convenience as possible in order to they can make contributions to the society  continuously through their scientific research. Accordingly, to some degree, government should leave freedom for scientists and researchers to do their own research without interferences from outside.

Nevertheless, should government free himself from the responsibility of regulating scientific research and development? As a matter of fact, a main function of today's government is to promote the development of society and provide a well-developed environment in which people can lead happy lives. To gain this goal, the government has to constrain some researches from doing research that is bound to bring some wicked problems to society. On this point, we need look no further to the problem of human-cloning. Since some scientists of England succeeded clone the very first sheep called Dolly, many scientists who have evil ambitions of attempting to clone human being in labs, which will give rise to many problems such as the ethical problems to society.-----what on earth  the relationship between the somebody being cloned the somebody is ,nowadays there is no such notion that can define it? So many governments are about to enact corresponding laws to strictly prohibit the course of action of cloning human races. Therefore, for some scientific research, government should strictly control their developing direction.

On the other hand, if government set forth too many restrictions about what scientists and research should do and how they should do their research, which will defeat the originally good purpose of government in the long run. The official officers concerning the scientific research and development in government are after all not experts on the problem of scientific research. Too many restrictions are bound to hinder the creativities of scientists. Then they might not be able to do research on those problems which are of great significance to the well-being of society though insofar as they look like unimportant for the society. So government should abandon some out-dated opinions and actively consult scientists on how to regulate the scientific research then at least constrain the development of scientific research and at most promote the development.

To sum up, government should play a positive and active part on the problem of scientific research and development. On one hand, government should setup as few as possible restrictions on the research when the research will be bound to produce brilliant results for society; on the other hand, government should completely forbid some research that will engender disastrous consequences to society.
